HDC now oversees PPR Bandaria Park

The Housing Development Corporation (HDC) is now the caretaker of the People’s Housing Project (PPR) at Bandaria Park in Bintulu, after it was handed over by the National Housing Department (JPN).

The handing over ceremony was held yesterday at Wisma Sultan Tengah, Kuching. HDC was represented by its chairman Datuk Dr Abang Abdul Rauf Abang Zen, while Datuk Mohamad Yusoff Ghazali acted on JPN’s behalf.

As a result, the Housing Development Corporation is now in-charge of the project’s maintenance and collection of rental fees.

Situated at Block 37, Kemena Land District in Bintulu, PPR Bandaria Park is one of the public housing schemes for rent in Sarawak. It was built by JPN and was funded by the federal government.

Its main objective is to serve as a resettlement area for squatters and as temporary homes for low-income families in Bintulu. The leasing scheme gives priority to qualified squatters, and charge a monthly rent of RM150.

Overall, PPR Bandaria Park encompasses 1,000 flats, including 10 OKU units. Common facilities include a surau, playground, a kindergarten, six lockup shops, community halls, a guardhouse and management office.

On the other hand, each 700 sq ft flat comes with three bedrooms, two bathrooms, a kitchen as well a dining and family room.

Due to water disruptions affecting 13,500 households in Kuala Lumpur and Gombak, Syarikat Bekalan Air Selangor (Syabas) has initiated its Green Code Emergency Action plan.

The plan was set in motion at 11.30am last Saturday following an unexpected water supply disruption due to four broken pumps at Wangsa Maju pump house. Syabas was only able to repair three of the pumps at 12.30am, while the fourth was repaired on Sunday.

However, the water levels are still low. Nonetheless, Syabas public relations officer Priscilla Alfred said water pressure is building up again. She added that all pumps are working, but they are still closely checking the situation.

Areas affected in Gombak district include Taman Sri Baru, Kampung Muhibah, Lembah Jaya Utara, Desa Lembah Permai, Kampung Tasek Permai, Kampung Tasik Tambahan and Kampung Ampang Campuran.

Over at Kuala Lumpur, the areas affected were Taman Shamelin, Jalan Ikan Emas, Jalan Yaakob Latif and Bandar Seri Permaisuri

“This includes the five-storey flats in Desa Pandan, Taman Dagang and Taman Nirwana that are receiving water straight from the Wangsa Maju pump house,” noted Alfred.

To solve the problem, Syabas is presently monitoring the water levels at the ponds.

“Our reserve margins are less than one percent and diverting water from elsewhere could result in other areas facing supply disruption,” she said, adding that the safe level for the reserves is between 10 percent and 20 percent.

Moreover, 10 tankers are on standby and will be dispatched to the affected areas if needed. The number of tankers will also be boosted when necessary.

“The dry and hot weather is not helping as demand for water has also increased,” she added.

Kampung Baru Development Corporation is building a tunnel that will divert water from Sungai Bunus and prevent the occurrence of flash floods in Kuala Lumpur, reported The Star.

Works are currently ongoing and the Drainage & Irrigation Department (DID) is supervising the works, said Datuk Astaman Abdul Aziz, Chairman of Kampung Baru Development Corporation.

“The new tunnel will be built from the National Library in Jalan Tun Razak, allowing water to flow into Sungai Klang.”

“The new 900 metre tunnel will be replacing the current smaller tunnel next to it as it cannot accommodate the amount of water collected during a downpour,” he noted.

To supplement the existing Kampung Boyan retention pond in Kampung Baru, they would also build three new retention ponds in Setapak, Jalan Semarak and Setapak Jaya.

“The lack of vegetation in the area is the main cause of flooding and retention ponds will help to channel the excess water when it rains and prevent flash floods,” added Setapak Jaya.

Meanwhile, new Federal Territories Minister Datuk Seri Tengku Adnan Tengku Mansor promised to improve living conditions in the capital by focusing on issues such as traffic congestion, flash floods and public housing.

“Although I was born in Malacca, I am very much a KLite as I have been living in Kampung Baru for a very long time. I want to see this city develop and become an icon in the country and in the world.”

He will also discuss unfinished projects with Datuk Raja Nong Chik Zainal Abidin, his predecessor, and suggest to Kuala Lumpur Mayor Datuk Ahmad Phesal Talib to include young adults, with low incomes, in the public housing programme.

“Many young adults working in the city live far away,” he added.

Following multiple landslips, the Petaling Jaya City Council (MBPJ) plans to seize 50 vacant bungalow land plots in Bukit Gasing and transform them into a forest reserve.

Notably, the National Land Code 1965 (NLC 1965) and the Land Acquisition Act (LAA) 1960 allows state governments to acquire private landed properties even without the consent of its owners.

“MBPJ will inform owners that their plots will be seized due to public interest. Since it has been classified as Class 4, the land cannot be occupied and no development will be allowed,” said Mayor Datin Paduka Alinah Ahmad.

The council will also submit the proposal for the acquisition of said plots to the Selangor Economic Action Council. However, MBPJ’s move will affect landowners and market speculators who had hoped to see land value to increase significantly due to the shortage of land in Petaling Jaya.

“MBPJ is left with not much option but to take drastic action. Based on the soil erosion, the plots affected are off Jalan 5/60, Jalan 5/64 and Jalan 5/66,” explained Alinah, adding that the council had engaged soil experts to identify erosion-prone areas that are dangerous.

“We have informed the residents of Fraser Towers not to park their cars at the foot of the slopes. Recently, a boulder rolled down and hit a parked car while in another incident, mud and vegetation rolled down the slope and hit a car being driven along Jalan 5/60,” said Alinah.

“Inspection by geotechnical engineers, who can recognise impending slope failure, is being carried out. As an immediate short-term measure, a gabion wall is being built. This is a better option than nail piling.”

A landslip that occurred on 3 May, with subsequent landslips along Jalan 5/60 and Jalan 5/64, caused fear among residents in Cameron Towers, Bukit Gasing that there might be more landslips due to the rainy season.

Housewife Mary Lim said she keeps on looking out the hill opposite her condominium every time it rained.

“The hill is also very close to our swimming pool. What if there is a landslide when there are people using the pool?” asked Lim.

Jim Khong, Treasurer of Cameron Towers Joint Management Body, noted: “We fear that if a landslide occurs on Bukit Gasing, it will affect residents in the area as there is a water reservoir on top of the hill.”

He said that the residents want the Kuala Lumpur City Hall (DBKL) and Petaling Jaya City Council (MBPJ) to work together considering that the hill lies on the border of Kuala Lumpura and Petaling Jaya.

Cameron Towers Building Manager Lee Lai said the council had written to MBPJ following the incidents of landslip and that the site was visited by an MBPJ infrastructure and engineering department officer.

“He took photos of the landslip and said they would discuss the situation,” said Lee, noting that the residents wanted the problem to be resolved immediately.

As the biggest investment to make in a lifetime, buying a house should be made with extra caution. As much as most people would prepare for this, mistakes are often inevitable.

Hence, several property experts shared the common mistakes that buyers often make.

First on the list is location, which is deemed the key to success when it comes to property.

“Location is everything. You’d want to be in a place that’s well connected and where there’s developed infrastructure so transportation will be easy,” noted new Malaysian Institute of Estate Agents (MIEA) President Siva Shanker.

However, acquiring a property for its location is not the “be all and end all,” he said.

“In the last 10 years or so, some developments have proven that location is not the be all and end all. Take Country Heights for instance, which is a beautiful development in the middle of a rubber estate in downtown Kajang…This development has proven that even if you are not in a perfect location but there is a good product, you can still emerge a winner,” he explained.

Meanwhile, Thiruselvam Arumugam, Executive Director of consultancy firm PPC International Sdn Bhd, said buyers must first investigate the background of the property to check if it is liveable.

“Most people buy property with their hearts and not their brains. Many don’t check if the property is infested with termites, or check if the ceiling has wet spots due to internal leakages.”

Home buyers are also advised to buy within their budget.

“This is especially the case for first-time buyers. Instead of trying to purchase a property that’s worth RM200,000, they buy one that costs RM400,000 and then have problems paying it off,” said Siva.

Aside from the selling price of the property, potential buyers should also consider added costs, such as maintenance costs and utilities, as well as renovations costs. They should also get an authorised estate agent to help them with their acquisition.

“When buying or selling a property, the biggest mistake is dealing with an illegal estate agent, because then you would be unprotected by the law.”

There is risk of more landslides in the next few weeks due to the prevailing rainy spell, warned Kuala Lumpur City Hall (DBKL). Thus, the public should exercise safety measures to safeguard lives and property.

According to Mayor Datuk Seri Ahmad Phesal Talib, contractors and city officials will also be on alert to avert any mishaps, while the Public Works Institute of Malaysia (IKRAM) has been instructed to evaluate slope stability in landslip prone areas in Kuala Lumpur.

“We have identified high-risk areas such as Federal Hill, Kampung Attap, Langgak Tunku and several areas in Cheras with hilly terrains,” said Ahmad Phesal, adding that they would be observing hilly terrains susceptible to landslides.

Moreover, DBKL has deployed personnel from its Landscape and Recreation Department to monitor places with big old trees, as these could fall or become uprooted by strong winds and heavy rain.

“Rainfall was recorded at 147mm in many areas and that is a very high reading,” he said, adding that five areas were greatly affected including a parking lot in Jalan Ampang, where nine automobiles were damaged by a landslide.

Other areas affected include Jalan Kasah, Medan Damansara, Jalan Mahameru, Jalan Sultan Salahuddin and Taman Shanghai in Jalan Kelang Lama.

Meanwhile, the Malaysian Meteorological Department announced that Klang Valley would witness thunderstorms in the evenings until the end of the month. Rain is also expected to occur almost every day due to the inter-monsoon season.

Due to the overwhelming response from the public, the deadline for the submission of applications for the Low-Carbon Green Rebate Assessment Scheme in Petaling Jaya has been extended until 31 May, according to a spokesman of the city council.

Started in 2011, the rebate scheme is open to commercial and residential properties in Petaling Jaya, with the aim of reducing water and electricity consumption of households and business establishments to achieve an eco-friendly city.

Five experts on environmental issues will evaluate the applications. Criteria to be assessed include installation of green features such as rainwater harvesters and solar-powered lights. It also includes the use of hybrid cars and implementation of a waste management system such as composting and garbage segregation.

Successful applicants will get RM500 or a 100 percent rebate on tax assessment, whichever is lower compared to taxes for 2014.

With the campaign’s extension, MBPJ is optimistic that more homeowners will incorporate green elements into their homes and business premises.

The residents of Kampung Ujong Batu in Bagan Dalam may soon get new and affordable homes to replace their already dilapidated wooden and partially cemented flats.

“I will see if a one-for-one replacement housing scheme could be considered for the 400-odd families here,” noted Penang Mentri Besar Lim Guan Eng.

“I will discuss with our state exco to look into the possibility of building low-cost flats to meet the needs of the residents here,” said Lim.

However, the state government will still need the cooperation and feedback from the families in the neighbourhood to make this proposal work, reported The Star.

Lim, who won a second term in the Bagan parliamentary constituency which also includes the Bagan Dalam state constituency, visited many houses to personally express his gratitude to residents who have supported him and DAP’s Bagan Dalam incumbent A. Tanasekharan.

Now that the general election is over, people should set aside their political differences and collaborate with the state government to improve their living conditions, said Lim.

“The Pakatan Rakyat government helps people irrespective of race, religion and political belief.

“Even if a person supports Barisan Nasional, we will respect the person’s voting right and continue to help him or her, just as we help others without any discrimination,” he added.

The traffic congestion along Jalan 16/11 in Petaling Jaya is not caused by the MRT works in Taman Tun Dr Ismail (TTDI), reckoned Amir Mahmood Razak, Strategic Communications and Public Relations Director at MRT Corp.

Nonetheless, the company is set to meet with traffic police, as well as consider feedback from the Malaysian Highway Authority and concessionaires, to ease the congestion, reported The Star Property.

“One of MRT Corp’s commitments is to ensure traffic lanes are not reduced...No lane has been closed in TTDI since the project started in January. We have only added safety barriers at work sites,” explained Amir.

He noted that the recent traffic congestion was due to downpour and not the ongoing works. In fact, there was already overcrowding even before the MRT project started.

Meanwhile, Amir noted that the sub-structure works are still underway and will likely be completed by February next year.

“Along with this, the construction of superstructure (segmental box girders) will begin this September and once this is completed, some of the roads will return to normal. This should finish in May 2014.”

“The construction of the TTDI station will begin in June and is scheduled to be completed in July 2015,” he added.

Once the MRT works are completed, traffic congestion will likely be decreased with the help of new features including the lay-bys and entrances to the multi-storey park-and-ride building. Meantime, Amir appealed for patience to the public while the project is still in progress.

Bosco Wong, a famous actor and singer from Hong Kong, is presently on the lookout for properties in Kuala Lumpur and Penang, reported Yahoo! News.

According to showbiz portal Jayne Stars, Wong plans to buy two residential properties in Malaysia, including a 6,000 sq ft home.

“The two properties are great. You can get a beautiful view of the ocean from the apartment in Penang, and the one in Kuala Lumpur is very convenient. I just have to plan everything out before deciding!” said the actor.

He explained that the properties are not for investments, but for his mom’s convenience whenever they travel to the country.

In fact, the actor is very fond of Malaysia that he had already established a bar lounge in Ipoh known as the House. But despite his bullishness on overseas investments, his roots are still in Hong Kong.

“I’ve always lived in the Sha Tin District, so I want to find a penthouse in this area. However, they’re more expensive, so I won’t be rash and be sure to look carefully,” Wong explained.

Kampung Baru Pokok Assam is a quiet new village in Taiping which is why it was shocking to know that land premium rates there were more than double the rates in more developed villages in Ipoh.

According to 61-year-old Ooi Kok Seng, who renewed his land title in 2011, he was “horrified to discover that the land premium for my wooden house, which sits on a 381sqm piece of land, was RM12,573.”

He said it was impossible for him to come out with so much money as he was a retiree and so decided to seek help of Pokok Assam Barisan Nasional candidate Datuk Ho Cheng Wang who told him to delay renewing his title as long as possible.

Ho told me that he was aware of the exorbitant land premiums that villagers were being charged and had already written to the Larut, Matang and Selama Land and District Office over the matter,” he said.

After an anxious wait, I was informed a few months later that the land premium had been reduced to RM4,953, which was much more reasonable compared to the previous am-ount.”

Ho added that he became aware of the excessive land premium rates in Pokok Assam after his move to help a Kampung Simee resident from Ipoh to solve her land premium dilemma in mid-2011.

It was then that I discovered that the villager from Ipoh was only paying RM130 per sqm for her land whereas in Pokok Assam, the rate was RM330 per sqm,” Ho said.

It was unacceptable as Kampung Simee was surrounded by so much development as compared to Pokok Assam and yet, we had to pay more than twice the land premium rate of villagers staying in Ipoh.”

Ho’s effort also led to reduced land premium rates up to 60 percent in three other new villages with effect from December 2011.

Wyndham Homes Sdn Bhd has teamed up with the Sarawak government to build 300 affordable and good quality houses for fishermen in Kampung Semop, Pulau Bruit in Daro.

“I am sure when the project is completed, there will be others who want to build houses which are not only cheaper but of superior quality and of longer life span given the soil and weather conditions in the state.”

“We are determined to provide this concept in this project and hope to do more for the state,” he noted.

The ground breaking ceremony for the Kampung Semop project was officiated by Housing Minister Datuk Amar Abang Johari Tun Openg. Sited on 80-acre land, the project comprises houses with a built up area of 850 sq ft. The units also come with three bedrooms, a dining area, a living hall and bathroom.

Moreover, Wyndham has also developed its own trademarked composite material which can greatly speed up the construction of houses. By using the composite material, dubbed as 'MY Wall', Wyndham was able to build five houses within a week.

Moreover, the material can be utilised to build houses without bricks, cement and steel. It can also be used in floating systems, industrial applications and disaster-proof construction. With this material, the RM16 million Kampung Semop project can be completed within just 45 days.

“The technology is expected to set the pace for a radically new housing concept with the world’s fastest energy-saving composite construction material based on fibre-reinforced polymers,” he explained.

Furthermore, the firm also recently won a project to build 300 houses for mine workers at the Megapur gold mine in Seri Jaya. Each unit measures 600 sq ft and will be constructed using the same technology.

The government will not forcibly acquire land in Kampung Baru from owners, instead it merely permitted projects with a higher plot ratio of 1:10, according Datuk Johari Abdul Ghani, BN’s candidate for the Titiwangsa parliamentary constituency.

“Let me be clear, the government will not acquire the Kampung Baru land by force, there is no forcing to develop the land either. Instead, a corporation has been set up to facilitate those who want to develop the land.”

“If the people do not want to develop the land, no one can force them. But if they want, they can work out joint ventures with developers,” he said in an interview with StarBiz.

Located within the Kuala Lumpur city centre (KLCC), Kampung Baru spans 220 acres with 880 lots and 4,200 beneficiaries. The vast land was given by the Sultan of Selangor about 130 years ago.

“The plot ratio is higher than what DBKL allows for, which is 1:6 times. With the Kampung Baru Development Corporation Act of 2011, the cost of conversion from agriculture title to commercial is also lower,” noted Johari.

“If you have one unit, you may get nine more to make it 10… that is the meaning of plot ratio,” he said, adding that the development charges would also be cheaper compared to the 30 percent fee imposed by city hall.

Moreover, Johari believes that the Kuala Lumpur city hall should no longer allocate land for luxury apartments and condominiums, but intead it should provide more land for medium-cost houses.

More affordable houses will be available, especially within the Klang Valley, as developers are expected to design smaller houses priced around RM350,000 each, according to CH William Talhar and Wong Managing director Foo Gee Jen.

Foo said findings of the report showed that landed residential property are still in demand, with average prices predicted to increase 10 percent to 15 percent this year. Overall, transacted residential properties last year stood at 272,669 worth RM67.80 billion.

“This is a good reflection in the stability of the residential market as this sector makes up almost 70 percent of the entire property market. In 2012, we saw a drop in volume of residential units but a rise in value,” he said.

However, outlook for condominiums was not as strong as residential, with occupancy and rental rates in Kuala Lumpur slowing down.

In 2012, luxury condominium occupancy rate was only 67 percent.

Foo noted that scarcity of land led to developments of more SoHo units. Although they gained favourable take up rate, concerns arise on the actual usage of units.

“The owners of older residential and condominiums are facing difficulties attracting tenants as most people can afford to rent new places at the same rate as these secondary units. Landlords need to upgrade their units with more facilities and increase the aesthetic value of their areas.”

With the 2012 stable office occupancy rate in the Klang Valley at 87 percent, he added that the property market might experience an oversupply of office space as the sector is expecting another 5.6 million sq ft coming up this year.

Prices of residential properties in Malaysia are expected to increase between 10 percent and 15 percent this year, said C H Williams Talhar and Wong Sdn Bhd (WTW), a real estate service firm.

According to WTW’s Managing Director Foo Gee Jen, sales of new housing projects will be sustained this year thanks to robust demand for residential properties.

“Areas of high demand will be close to the high-level infrastructure projects such as Mass Rapid Transit (MRT), Light Rail Transit (LRT) and Komuter train lines,” he told the media during the launch of the WTW‘s Property Market Report 2013 yesterday.

“A big volume correction will be seen this year. House prices will remain generally flat but prices could face upward pressure from rising materials prices and other cost-push factors,” Foo said.

At the same time, landed residential segment is predicted to remain resilient with stable growth. However, developer could launch fewer units with higher prices, in an effort to sustain profit margins and test consumer reaction.

“In tandem with that, they are putting in more eco-friendly and green building features as an added value to the projects,” noted Foo.

“We have seen developers veering away from high-end niche developments and switching to more mid-range products in tandem with the government's PR1MA scheme.”

Meanwhile, the outlook for the mass-market residential segment is very positive.

“We can expect units in this segment to continue to find a ready market. High-end residential properties continue to sell well in the major cities of Johor Baharu, Kuala Lumpur, Kota Kinabalu and Penang.”

“We can expect with the seemingly strong demand, prices may be pushed upwards,” Foo added.

The significant rise in Malaysian home prices over the past few years has shifted the focus on the credit quality of mortgages, according Standard & Poor’s (S&P) Ratings Services.

The credit rating agency’s report titled, Rising Property Prices Could Expose Vulnerabilities in the Malaysian Banking System, noted that the country’s low mortgage rates and resilient economy has supported the sales of houses. However, demand surpasses the growth of supply, leading to spiraling prices.

Moreover, people earning less than RM3,000 are especially at risk of defaults due to their limited income.

“In an economic downturn, these borrowers are more vulnerable to rising unemployment. They are also more at risk when interest rates increase,” noted S&P Credit Analyst Ivan Tan.

Nonetheless, “the Malaysian government is aware of the growing risk from household debt and rising home prices and has taken steps to address weak links in the system.”

S&P also believes that the credit risk of these loans is likely to remain limited even though mortgages form the bulk of the debt portfolios held by banks.

One reason behind this is that “the pace of loan growth has generally been in line with the overall loan growth, and does not suggest a property bubble developing in the country,” said Tan.

A number of factors also indicate that borrower will be able to service their monthly installments.

“One is the resilient economy. With that comes low unemployment. The prevailing low interest rate environment also is a factor.”

“In addition, household indebtedness levels have remained relatively constant even as property prices have gone up, suggesting that household borrowings remain broadly in line with rising household incomes and stable employment,” he added.

Ipoh City will breathe new life into some of its buildings and housing areas that are now in dire state, after the city council has successfully drafted the blueprint for a major redevelopment effort for the properties.

“The government had planned to improve some areas, including dilapidated housing estates. They include Kampung Tai Lee and the Waller Courts flats,” noted Mentri Besar Datuk Seri Dr Zambry Abdul Kadir.

He said this after a symbolic handover ceremony celebrating the completion of refurbishment and beautification works at Kinta Heights. The Urban Transformation Centre at the central market was also redeveloped by the state government.

The Federal Government has spent around RM4.4 million, under the National Blue Ocean Strategy’s “My Beautiful Neighbourhood” programme, to revive flats in Kinta Heights, Jalan Bijih Timah and Jalan Silang in Ipoh Old Town.

The facelift included new paint jobs for buildings, maintenance of infrastructure and facilities, as well as repair for water tanks, toilets, lights and irrigation system. Residents of Kinta Heights promised to maintain the security and cleanliness of their homes.

Meanwhile, the revitalisation planned for Ipoh will take time to complete as a number of issues on land acquisition and squatters must be resolved first, noted Dr Zambry.

Datuk Jimmy Choo, a fashion designer who created shoes for the UK’s royalty and superstars, has recently purchased a RM4.4million townhouse in his home state of Penang, reported The Star.

“This is the first property I have purchased here since I left for Britain as a child. I’m buying a townhouse as my Penang residence.”

“Now that I will have a home in Penang again, I intend to invite all my superstar friends to visit my hometown,” he exclaimed enthusiastically.

Located near Pulau Tikus’ market, the four-storey townhouse is one of the 20 exclusive units offered at The Yeangs Sdn Bhd’s palatial project. Dubbed as the Y Cantonments, the development is expected to be completed by 2015.

Choo’s six-bedroom mansion will come with a rooftop garden and a private elevator made from glass, while the master bedroom will occupy the entire third floor. The townhouse, which has an area of nearly 2,000 sq ft, will also feature a plunge pool as well as an open-air shower and deck.

According to Choo, he chose Y Cantonments due to the project’s sustainable design.

“I am attracted to the eco-friendly elements in the architecture such as the rainwater harvesting system and low energy design,” said Choo, adding that he is on the lookout for several other properties in the state.

If the state government fails to address their concerns, a group of residents against a high-rise project in Penang will likely bring their concerns to court, according to media reports.

“I urge the council and caretaker state government to respond to us within five days, failing which, a judicial review would be sought,” said Rowena Yam, the group’s legal adviser and Pulau Tikus Barisan Nasional coordinator.

The 27-storey Moulmein Rise project is set to be built on a residential area in Lengkok Moulmein, Pulau Tikus, which the residents find unacceptable.

C.A Foo, a resident of 35 years within the area, noted that the council is “bulldozing its way through our objections.”

Penang Municipal Council (MPPP) President Datuk Patahiyah Ismail earlier said that the project would push through as MPP had made the necessary survey prior to approving it.

“More than 50 percent of the land there has been used for commercial purposes which is why we allowed the high-rise commercial development,” she explained.

She also refuted claims that they approved “it as a SoHo (small office, home office) development and hence the developer need not comply with open space and affordable housing requirements,” saying that these claims were “untrue”.

Meanwhile, Yam said that she could not secure a copy of the project’s approved building plan, since the billboard on the project site does not provide the plan’s approval number.

“In the name of competency, accountability and transparency (CAT), the information must be made public,” she added.

Two penthouses at the world-class Four Seasons Place were reserved for RM37 million each — a new record for property prices in Kuala Lumpur once the deal pushes through.

Based on the 11,900 sq ft size of each penthouse, this translates to a hefty price tag of RM3,026 psf, surpassing the selling price of The Binjai On The Park at RM2,900 psf.

Nonetheless, the Binjai project is still the record-holder for the highest absolute price, because a 14,300 sq ft triplex penthouse was sold there for RM38 million (RM2,660 psf) in 2010.

Sources told StarBiz that the buyers of the penthouses booked the units “a few years ago” when the project was in the planning stage. Said buyers quickly reaffirmed their intention in purchasing the penthouses after PM Najib unveiled the project in February.

Moreover, “some 50 percent of the 242 residential units of the Four Seasons Place have been booked. The payments are coming in now, with 20 percent of down payments having been collected so far. It would be open to the public for sale from the third week of April,” revealed the sources.

Surprisingly, most of the buyers are extremely-wealthy Malaysians and a few are foreigners such as Japanese, Taiwanese and Hong Kong nationals.

The Four Seasons Place in Kuala Lumpur is the maiden Four Seasons Place in the ASEAN region. Apart from 11 storeys of hotel space, it also comprise four basement levels, three floors of private carparks, three levels of serviced apartments and five floors of retail outlets.

Specifically, the project houses 300,000 sq ft of retail space, 242 units of private residences and the 231-room Four Seasons Hotel.

Prices of residential properties in Penang will likely continue to increase this year due to higher land and building compliance costs, according to The Real Estate and Housing Developers’ Association (REHDA Penang).

“The market will stay bullish amid rising demand for houses due to a growing population and rising numbers of jobs,” said Datuk Jerry Chan, Chairman of REHDA Penang, during the opening of Malaysia Property Exposition (MAPEX 2013) held at Penang.

The three–day event was graced by major developers such as UEM Land, Sunway Grand, SP Setia, Sime Darby Properties, Mah Sing Properties and IJM Land.

Overall, MAPEX 2013 witnessed 23 property developers and 40 booths, as well as throngs of crowds. Interestingly, the real estate players were also bullish on this year’s prospects.

With their eco-friendly features and fast building time, container homes are expected to become trendy in Malaysia, according to Ken Kwok, Chief Executive Officer of Anand Bungalows Sdn Bhd.

“They are suitable for many types of buildings, for example residential, commercial, resorts, educational and other institutional buildings,” he said, adding that his company turned six shipping containers into smart and eco-friendly houses in Pahang.

“The container home at Bukit Tinggi, Pahang is our first project in Malaysia. We took four months to complete it with a built-up area of 2,600 sq ft. It set the benchmark for all our up-coming container projects. There are a few more projects in the pipeline such as flying cabins, teachers’ quarters, sports halls, box hotels and individual bungalows.”

One of the advantages of container homes is its short building period which significantly reduces construction cost. These units are also modular in nature, hence they can easily be renovated if there is a need.

While their steel composition makes them durable, they also make the houses a good heat conductor — meaning they can easily get hot in the summer or during sunny days. As such, they require good insulation to reduce heat transmission.

In addition, renovating these units requires skilled welders, which are sometimes hard to find locally.

Nonetheless, transforming shipping containers into green homes or even offices and shopping malls are catching on across the globe due to its huge benefits. Notable examples include the container shopping mall in Christchurch, New Zealand.

“In the future, owning a container house could be like owning a luxury branded handbag. It could become a status symbol due to popular demand,” Kwok added.

Transaction value of second-hand properties in Malaysia is forecasted to rise between five percent and eight percent this year, according to the Malaysian Institute of Estate Agents (MIEA).

“Historically, the transaction value would increase at about that range every year,” noted MIEA President Nixon Paul, adding that Malaysia will likely see a significant increase in the supply of previously owned houses priced from RM300,000 to RM700,000.

Moreover, MIEA will organise the first Malaysian Secondary Property Exhibition (MASPEX) to be held at Tropicana City Mall from 12 to 14 April. The event will feature 32 real estate agencies and is expected to attract 3,000 visitors per day.

On average, second hand properties are over 30 percent cheaper than new properties. On top of that, most of these houses are located in mature locations, “with all conveniences thrown in such as public transportation,” added Paul.

Apart from helping the public, MASPEX 2013 will also help real estate agents improve their business activities.

Meanwhile, MIEA Deputy President Siva Shanker explained that in terms of volume, second-hand properties comprised 87 percent of all the residential property transaction in 1H 2012.

“The primary market seems to be over-represented, in terms of advertisements, exposure as well as exhibitions,” he added.

Moving forward, terrace houses and semi-detached home will continue to be the top sellers in 2013, while condo units will likely play catch-up thanks to government initiatives.

The state government of Penang will respect the decision of Penang Board with regards to the objections raised by local residents to a hillside development in Sungai Ara, said Lim Guan Eng, Chief Minister of the State of Penang.

“Even if the board’s decision doesn’t go the residents’ way, we cannot interfere in the decision made,” he said during a press conference in Komtar.

“It is a court directive, no government can defy it,” he added.

Notably, 200 residents from different housing estates together with representatives of non- governmental organisation Sahabat Alam Malaysia protested the project on 8 April 2012, after receiving notification from the Penang Municipal Council’s Planning Department that the project has been approved.

Affected residents in Sungai Ara appealed to Lim on 2 April, asking him to issue a written assurance for the cessation of works in the development.

Moreover, S. Manuel Nicholas, Management Committee Chairman of Sunrise Garden Kondominium, said Lim had given the residents verbal assurances twice last year that the project will not proceed.

“Once was in June and another in August. We also hope that the Penang Appeals Board can take into consideration the people’s concern,” he revealed.

The board’s hearing on residents protest will continue on 16 and 17 April.

As Gombak flourished to become a bustling township thanks to booming developments, some issues have also started to call for action, including traffic congestion, maintenance issues and influx of foreign workers, reported The Star.

For instance, the roads across the housing areas of Taman Sri Gombak, Taman Samudera, Taman Greenwood and Taman Melawati, typically become congested especially in the morning. This congestion may be due to the rapid development of new housing estates and commercial centres across the area over the last 15 years.

According to Gombak Barisan Nasional Chairman Abdul Rahim Kamaruddin, some of these housing projects were built even without prior traffic impact assessments.

“Some did not adhere to the bylaws set by the Government. We are located right next to Kuala Lumpur, making it an ideal place for people to live here. The developments have brought in more people, adding to the congestion.”

Buoyed by this development boom, many foreigner workers also started to stay in the area. Most of them occupy the upper floors of shophouses in Sri Gombak, Taman Melawati and Taman Samudera.

Others settled in Malay villages, where rents are cheaper than in the other estates, said Rahim. Some villagers allowed the workers to build rooms in their houses, for extra income.

“The cost of living has increased and as people from the older generation are not employed, they do not mind foreigners renting the extra rooms or paying to stay on their land,” noted Rahim.

As a result of the influx of foreign inhabitants, many long-time residents are now concerned over safety issues and increase in undocumented population. Aside from that, squatter areas have also started to emerge. Add to that the lack of public housing within the constituency.

These issues, among others now wait for attention from the next leaders after the election.

To keep home prices affordable, Prime Minister Datuk Seri Najib Tun Razak on Friday unveiled a RM1.02billion mixed-use development scheme in Cyberjaya, comprising 2,500 residential and commercial units as well as 749 1Malaysia People’s Housing (PR1MA) homes.

To be offered from RM220,000 to RM250,000, the PR1MA houses will enable owners to raise their value-added assets.

“We cannot let the market determine the prices, and the government can make a positive intervention in the matter,” said Najib.

“This is what the government is doing, besides giving people the opportunity to own houses. This must also be seen as an effort to generate wealth for the people.”

Spread over 50ha of land in Cyber 9, the mixed-use project is divided into four phases with phase one set to be launched soon. The target completion date is 2016.

Aside from this, Najib also revealed two more urban developments for Cyberjaya — the RM6billion Cyberjaya City Centre and a RM62million mosque, reported Bernama.

To be developed by Cyberview Sdn Bhd (Cyberview) and SP Setia Bhd, the Cyberjaya City Centre will be sited on a 57 ha land, featuring commercial, residential and corporate office units.

Meanwhile, the RM62million house of worship will be the first mosque to be built in accordance with the Green Building Index and the MS1525 guidelines which emphasised on the use of eco-friendly materials and energy efficiency. Set to be completed in 2015, the 95,000 sq ft mosque will be nestled on a 6.9 ha land.

Gelang Patah has taken the spotlight recently thanks to the rapid development of Iskandar Malaysia and the general election craze that has hit the area.

The town, which used to comprise just two rows of old shops, has been transformed into a vibrant area that is now home to some of Nusajaya’s famous attractions including Legoland Malaysia, Puteri Harbour Family Theme Park, Pine Wood Studios, luxury residential projects and several international schools.

With Gelang Patah considered as one of Malaysia’s hottest contested areas in the forthcoming general election, the town has been invigorated further with flags and banners from different political parties hanging everywhere.

Moreover, Gelang Patah is also known for its food said 35-year-old Lim Tien Hee who grew up in the town.

“There is a restaurant here which is popular for its fresh seafood.”

“The crabs and prawns they serve are very fresh and taste sweeter because the seafood is supplied by orang asli villages nearby and tastes different from that in other places,” he said.

Meanwhile, Trader Rosani Abu Ali noted that Gelang Patah used to be a quiet place and the residents enjoyed a laid back lifestyle.

“Things are different now as many politicians have been coming to the area since last year for political campaigning. That is a good thing as we are also enjoying brisk business because more and more people are visiting the area,” she said.

In the past, the town used to be unknown to many people, added 26-year-old Housewife Chee Kai Ling.

“Nowadays, the name Gelang Patah appears in the newspapers and television almost every day be it due to developments like Legoland and Hello Kitty Land or politics.”

Carved out from the state seats of Nusajaya and Skudai, Gelang Patah is the biggest constituency among the 26 parliamentary seats in Johor with 106,864 voters.

Sunway has recently unveiled an RM10million eco-friendly clubhouse for its Sunway Montana project, which is part of the Desa Melawati development, reported The New Straits Times.

The clubhouse, which spans 19,000 sq ft, is the first of its kind to be submitted for platinum Leadership in Energy and Environmental Design (LEED) certification.

“Its design enables a 40 percent reduction in annual energy cost and 48 percent reduction in water use,” said Ho Hong Sang, Managing Director (Property Development Division) at Sunway Group.

“The LEED certification is the recognised standard for measuring building sustainability in the US and other countries around the world,” he added.

The clubhouse also comes with a library, yoga room, an infinity swimming pool, a world-class gourmet kitchen and a viewing deck overlooking the Kuala Lumpur City Centre, and the Petronas Twin Towers.

While clubhouses are a common feature amongst high-rise projects, Sunway Montana is expected to become the first landed project with a platinum LEED certified clubhouse, claimed the company. This follows the launch of Phase II of Sunway Montana which has a gross development value RM280 million.

The residents near a hill slope residential project in Sungai Ara have once again called for the cessation of work in the development, reported The Sun Daily.

“The residents here are hoping that this project can be called off as the development in the area will endanger the lives of the residents,” said Sunrise Garden Condominium management committee chairman Manuel Nicholas.

He added that residents are now living in fear, particularly against danger in cutting the hill as they have already witnessed many tragedies.

Notably, Nicholas was accompanied by Penang Citizens Awareness Chant Group (Chant) adviser Yan Lee, Chant adviser Prof Dr Jimmy Lim and residents committee chairman Medalene Sim, when he made the statement during a press conference held yesterday.

Sited on 32.7ha of land, the hill slope residential project reportedly comprises a 14-block condominium, two clubhouses and 92 bungalows at Changkat Kenari.

In March last year, the residents appealed the decision of the local planning authority allowing said development to the State Appeals Board. The decision on the project is set to be delivered on 16 April.

It has to be recalled that around 200 residents from different housing estates and Dr Lim Mah Hui, Councillor at Penang Island Municipal Council (MPPP), participated in a protest held against the hill slope development last year.

Before signing a letter for vacant possession of a property, home buyers should read the fine print, especially in cases wherein a developer refuses to hand over the keys of a property unless a letter is signed, according to the National House Buyers Association (HBA).

“What house buyers must know is that this letter for collection of keys should contain nothing more than an acknowledgement by the buyer that he has collected the keys and a confirmation as to how many sets of keys are given,” said Chang Kim Loong Honorary Secretary-General of HBA and councillor at the Subang Jaya Municipal Council.

As such, the letter must not contain any terms or conditions stipulating that the buyer has waived certain rights, benefits and entitlement under the sale and purchase agreement (SPA), or that the buyer forfeits any claim whatsoever against the developer.

This is because unscrupulous developers used this letter to escape paying liquidated ascertained damages (LAD) to home buyers affected by a project’s late completion. LAD is 10 percent per annum of the purchase price, depending on the period of delay.

But what can home buyers do if the letter contains a waiver, and they are forced to sign it so that they can get the keys, asked Chang.

“Sign ‘Under Protest’ is one way. The house buyer can write a note on the letter that he does not agree to waive LAD, or that he does not agree to waive his rights, or that it is ‘Without Prejudice’ to his/her rights under the SPA. Alternatively, he can delete the offending words or sentences.”

Moreover, they can also file a complaint at the Housing Tribunal and the Enforcement Division of the Housing Ministry (www.kpkt.gov.my).

The average monthly income of Malaysian families rose to RM5,000 in 2012 from just RM4,025 in 2009, according to the latest Household Income Survey.

At the same time, the average monthly income of families living in urban areas rose to RM5,742 from RM4,705 in 2009, while the take home pay of their rural counterparts climbed to RM3,080 from RM2,545 previously.

“The significant income rise was achieved with the federal government’s efforts in ensuring continuous, stable and strong growth in the economy,” said Minister in the Prime Minister’s Department Tan Sri Nor Mohamed Yakcop.

“The impact was via widespread increase in economic opportunities which generated employment with business and industrial development in various economic sectors.”

Moreover, all states posted higher monthly incomes, with Kuala Lumpur clinching the highest growth rate of 14.9 percent (RM5,488 to RM8,586), followed by Labuan’s 12 percent (RM4,407 to RM6,317).

Monthly household income in Perlis rose 10.1 percent (RM2,617 to RM3,538) and 9.1 percent for Terengganu (RM2,617 to RM3,538). Negeri Sembilan’s figure climbed from RM3,540 to RM4,576, while Sabah’s monthly take home pay rose to RM4,013 from RM3,102 previously.

On an ethnic basis, Indians saw the largest increase at nine percent from RM3,999 to RM5,233, closely followed by Chinese at eight percent (RM5,011 to RM6,366), while the average monthly household income of Bumiputeras rose 6.9 percent (RM3,624 to RM4,457).

Home buyers have 12 months to lodge their complaints with Sarawak Tribunal for Home Buyers Claims (TTPRS) before the expiry of defects liability period of their properties or after the issuance of Occupational Permit (OP), reminded Datuk Maznah Dasmi, President of TTPRS.

Her reminder came after she presided over a case between a complainant, Bato Manggom, and a residential project developer at Sibu Native Court in Wisma Sanyan.

Notably, such regulation was stipulated in Regulation 3 of Housing Developers (Tribunal for Housing Purchaser Claims) Regulations 2013 under Housing Developers (Control and Licensing) Ordinance 1993, she added.

Bato is claiming RM4,800 from the developer due to a 12-month delay in completing a double-storey terrace house that he bought in 2008.

According to the Sales and Purchase Agreement (SPA), the house was set for completion in 2010 but was only completed in 2011.

In addition, the OP was issued in March 2011, while the key to the house was received in April of the same year.

Further, he only filed the complaint with the tribunal on 21 February 2013.

While Bato’s date of filing the complaint was beyond the prescribed period, Maznah believed that the claimant had a “valid claim against the developer because based on SPA, the house should be handed to the buyer in 2010.”

She added, “The tribunal has no right to make the decision since this case is already outside our jurisdiction but the claimant can still go to civil court.”

Prices of residential properties in Malaysia soared by 11.2 percent in 2012 compared to the previous year, and are expected to continue to increase over the next few years, according to Bank Negara Malaysia (BNM).

Notably, the growth is more than double the 10-year average, with prices likely to increase even further due to a substantial rise in new buyers.

“Over the next few years, the increase in new house buyers is likely to continue, exceeding average growth in housing stock.”

“(This is) notwithstanding measures already announced by the government to add to new supplies, which are focused mainly on the low-to-medium priced segments,” said the central bank in its annual report.

In particular, prices of previously occupied properties in Penang, Selangor and Kuala Lumpur rose further due to a lagging supply of new affordable projects. On top of that, 80 percent of property transactions took place in the secondary market as most new developments were priced above RM1 million.

These higher priced deals also pushed up the prices in general.

“(The growth) was driven mainly by higher prices and transactions in the detached, semi-detached and luxury high-rise property segments,” it added.

To refute allegations on the lack of affordable housing in Penang, the state government clarified that it has built 14,702 low-cost (LC) and low middle-cost (LMC) homes across the state from March 2008 to July 2012.

Wong Hon Wai, Chairman of the State Town and Country Planning, Housing and Arts Committee, said these 47 projects have already obtained certificate of occupancy from the Penang Municipal Council and Seberang Prai Municipal Council.

“At the same time, 12,246 LC and LMC units have also been granted planning approval.”

Before this, the Sekretariat Rakyat Bersatu Pulau Pinang on Saturday has organised simultaneous demonstrations at Jelutong, Permatang Pauh, Teluk Kumbar, Tasek Gelugor, Kepala Batas and other areas, over the alleged insufficiency of affordable housing in Penang.

In response, Wong reiterated that the state government has also set aside RM500 million to build 19,172 homes.

“Registration for 13,320 affordable housing units in Jalan S.P. Chelliah and Batu Kawan, which was launched last month, has attracted more than 17,000 applicants...The state government also restored abandoned and neglected houses in the state which were left vacant for over a decade,” he explained.

“We repaired 170 units in Rifle Range, which were originally army quarters and left vacant in early 2000.

“We then rented them out to the poor for RM90 a month.”

Malaysia’s first Mini Urban Transformation Centre (UTC), which is expected to benefit over 300,000 residents, was recently unveiled by Federal Territories and Urban Wellbeing Minister Datuk Raja Nong Chik Zainal Abidin.

Located at Bandar Baru Sentul in Kuala Lumpur, the business and community complex will be called as the Mini UTC Sentul.

According to Treasury secretary-general Datuk Seri Mohd Irwan Serigar Abdullah, the area was chosen for the centre due to its good public transportation system and high population density.

The three-storey building will feature a post office, a police beat base, Federal Agricultural Marketing Authority kiosks, as well as offices for the Immigration Department, Road Transport Department and National Registration Department.

Other facilities include a clinic, a library, futsal court, a dental clinic, a wet and dry market as well as a taekwondo training room.

The government spent RM7.7 million to upgrade the complex, said Nong Chik, adding that two more mini UTCs would be established in Keramat and Lembah Pantai.

“In Keramat, the mini UTC will be set up at the Keramat Mall, while the Lembah Pantai mini UTC will be at Dataran Angkasa.”

In a bid to improve liveability in the city, the Greater Kuala Lumpur/Klang Valley (KL/KV) National Key Economic Area (NKEA) has mapped out various critical targets for this year.

The plans include improvement its ranking in the Global Liveability Survey from 77th last year to 75th. It also targets to set up regional headquarter for 10 multinational companies within Greater KL/KV, which will generate 600 jobs, reported Business Times.

Moreover, the government also aims to see 1,200 expatriates return home to Malaysia under its Returning Expert Programme, while approving 800 passes under its Residence Pass Programme.

On the proposed high-speed rail (HSR) connection to Singapore, the government aims to complete the feasibility study by June, with the final decision likely to be released by end-2013.

Moreover, the government also plans to concentrate on the final implementation of Lines 2 and 3 of the MY Rapid Transit (MRT) project. For this year, authorities expect the elevated guideway foundation to be 72 percent complete, while excavation works on seven undergrounds stations 50 percent complete.

In its effort to make Kuala Lumpur greener, the City Hall is set to plant 30,000 trees, targeting greater participation from the private sector with the sponsorship of 5,000 trees this year.

Over at the Klang River, the authorities expects to see a number of new developments this year, with the Precinct 7 construction set to be tendered out by end-Q1 2013 while 14 construction packages are expected to be completed this year under the Entry Point Project (EPP).

Other targets to be achieved this year include the setting up of a food waste treatment plant and the improvement of 12km pedestrian walkways.

Property developers should not only pursue high profits, but also build affordable housing, urged Housing and Local Government Minister Datuk Seri Chor Chee Heung.

“It is equally important to build more affordable homes so that people in the lower bracket (incomes) will get to buy houses,” he told the media after unveiling O2 Residence project near Seri Kembangan in Serdang.

He was accompanied by Puan Sri Datin Alice Su Bee Leng, CEO of O2’s developer Perfect Eagle Development (PED) and Director Tan Sri Datuk Koo Yuen Kim.

O2 Residence is a low-density serviced residence with unit prices ranging from RM440 psf to RM550 psf. Spanning 13.5 acres, it has a Gross Development Value of about RM450 million and is the first phase of the O2 City project in Bandar Puchong South Township.

Notable features include rainwater harvesting, an “organic layout”, solar panels as well as natural lighting and ventilation. On the other hand, O2 City will also comprise an office tower, a service suite and five-star hotel.

Meanwhile, the Housing and Local Government Ministry is also looking at ways to encourage developers to participate in Malaysia’s Green Building Index (GBI), said Chor.

Builders need to incorporate eco-friendly features into their projects so that buyers would be able to enjoy better and healthier lifestyles, he explained, noting that while the GBI certification is not mandatory, conforming projects are very much in demand.

The citizens of Kedah should be enlightened on why the RM230million mixed-housing project in Pokok Sena is working on a snail space, according to Kedah Gerakan Youth chief Tan Keng Liang

The 1,811-unit project — being developed by Perbadanan Kemajuan Negeri Kedah’s unit Seri Temin Development Corporation (M) Sdn Bhd — is supposed to be completed by 2017.

“When Mentri Besar Datuk Seri Azizan Abdul Razak launched it in January 2010, he said a total of 128 double-storey terrace houses priced at RM140,000 had been snapped up, but based on recent observations, not even 50 units are completed.”

Under the Housing Development (Control and Licensing) Act of 1966, residential projects should be completed within two years following the signing of the sales & purchase (S&P) agreement.

“If the developer fails to do so, he needs to compensate 10 percent of the purchase price annually, which accounts up to RM3.584 million,” said Tan.

“Is the state government ready to bear the responsibility and compensate the amount?”

Moreover, Tan fears that the government would not be able to complete the project in time due to its debt, which had soared up to RM3 billion.

“The state government should have used the RM330 million loan for the construction of Kolej Universiti Insaniah (Kuin) campus in Kuala Ketil on the housing project instead. After all, Kuin is not a priority,” he claimed.
