Whether the Management Corporation has the legal force to bill and collect the monies of expense contributions on the Maintenance charges, Sinking Fund and rate of interest without issuing and delivery of the Notice of resolution confirming maintenance charges, contribution of Sinking Fund and rate of interest and particularly without the presentation of the Audited Financial Account and Report in the AGM ?.
