May I know if tenant can make any charges or report dispute cases on the landlord if there was no tenancy agreement in the first place? What if tenant did make police report and send it to landlord as proof? Tenant claims to get his security deposit back, however after deducting his unpaid utility bills, 1 month unpaid rental, damage n missing items in the house, there really isn't money left for him to claim.
