HOC Loan Agreement stamp duty not fully waived

From Lawyer, REHDA, LHDN replied they said is a must to have the same name appear in SPA and LA to get fully waived. But all the while from developer, government statement, lawyer there is no one mentioned that must have exactly same name in both docs. Anyone could advise on this? Thanks a lot
