Hi, yes foreigner can buy condo in KL but the SPA price must be above RM1million.

Yes, an American and other foreigners may buy a condo in KL as long as the property is above RM1 million (approx. USD215,000) threshold. After owning it, you may occupy it as long as you have a valid visa, work permit or business permit in Malaysia.
