I bought a property based on Building plans, and took a loan for it as well. Am I able to sell the property before the property construction is completed??

You will need the approval and consent of the developer before you are able to sell. The developer will have to do a revocation of your SPA and sign a new SPA with the new purchaser to comply with the schedular payments. A consent fee stated in the SPA will have to be paid to the developer.
