What can owners do if the quality of condo (eg. lifts, car park etc) are way under the expectation? Can we sue developer for that?

Unless it is a clear cut misrepresentation or non compliance by the developer, of the SPA, I doubt you can sue them. The most you could do is to file complaints or make suggestion to them for improvements until the JMB is formed.
