South Korea confident to win KL-Singapore HSR bid

In an update to South Korea’s bid to win the KL-Singapore HSR bid, officials from South Korea are still confident in their bid to win the contract. The Land, Infrastructure and Transport Minister, Kang Hoin believe that their 12 years of experience constructing and implementing the Korea Train Express (KTX) have given them the knowledge and know-how in developing the HSR network.

In a meeting with the Land Public Transport Commission (SPAD) chairman Tan Sri Syed Hamid Albar in Kuala Lumpur on Tuesday, Kang Hoin conveyed South Korea’s willingness to share their technology with Malaysia in the implementation of the KL-HSR project, including operating cost reduction, maintenance information, technology transfer and an efficiency of operation.

After the meeting, Kang Hoin told reporters, “I believe South Korea stands a better chance in bidding for the HSR project as we understand the technology and the costs that fit into the conditions and situation in a country.”

Kang Hoin also stated that the KL-Singapore HSR’s business model would be based on the request for proposal (RFP) sought by SPAD which is expected to be announced by the middle of 2017.

“After the RFP announcement, we will consider many optimal conditions for the business model and we will find an effective and quick suggestion to be implemented for this project.”

The South Korea HSR system is based on the French system and is as of 2016 ranked fourth in the world in operating high-speed train technology, after Japan, France and Germany.

Since the implementation of South Korea’s HSR system, it has reported a 99.88% rate in punctuality and zero casualties.
