I am in Penang and have been reading on agent fees. Why do agents charge fee to tenant? Don't owner pay agent to represent them?

Unless you are seeking the services of an agent to find you a suitable property to rent based on your terms and agreed on a fee, you do not need to pay a fee. The agents that advertised properties for rent are usually hired and the fee by the Landlords.
