I signed a newly launched property offer letter end of July 2016, & pay 10% deposit, but my loan application still pending until now (Oct'16), is the developer has the right to forfeit the deposit without send me a proper notice/ reminder? If they ask me to change status as Cash Purchaser, the deposit won't forfeit until signing S&P?

yes..the developer has the right to forfeit ur deposit but dont have the right to ask u change status as cash purchaser cause u havent sign the S&P and the term of the offer letter doesnt have any rules must change as cash purchaser even thought that u signed offer letter and paid the 10% deposit .
