There seem to be confusion on agent commission. Some people I spoke to claimed that both seller and buyer need to pay commission, but other people said only seller do, except in Penang. Which is the norm?

This is very tough question and not easy to give you an answer as you expecting. FYI, in Malaysia, Penang and Johor. Real estate agency usually will ask commission from both parties(sell & buyer) to pay 1.5% each party, should only describe this is any culture in the 2 state.
