For its price and its location, Impiana Sky Residensi, Bukit Jalil ─ located a walking distance of just 170m from upcoming Pavilion Bukit Jalil City, is simply too good a deal to miss out on.

The L-shaped block, offering 40 storeys of 508, 3 bedroom-2 bathroom units with built-ups of 850 sq ft each, is the Affordable Home component of the 9.387-acre The Earth Residences, Bukit Jalil. The entire residential parcel is located just behind the 48 very eye-catching blue and red The Earth@Bukit Jalil commercial shop-offices stretching 11.83 acres along the Bukit Jalil Highway facing Pavilion Bukit Jalil City. There are many kinds of businesses opening there and they include F&B outlets, budget hotels, tuition centres and so on. These shops are designed to serve the needs of residents in Phase 2 (as well as others coming up in the adjacent Lembaga Tabung Angkatan Tentera (LTAT) parcel, also now in the midst of construction).

Phase 2: The Earth@Bukit Jalil residential highrises

Phase 2 of the project is the residential component of the The Earth Masterplan. Situated on a 9.387-acre parcel behind Phase 1, construction has begun with “Affordable” Impiana Sky Residensi which is slated for completion in 2020. Meanwhile, The Earth Residences ─ two blocks of luxury condominiums ─ has in turn, begun taking in registrations.

About the Developer

The developer of Impiana Sky Residensi is Wealth Plateau Sdn Bhd, a subsidiary of WZR Property Sdn Bhd. WZR itself, which was incorporated in 1999, is involved in a range of property services including property development and construction.

On the development end, the focus for the company is on establishing itself as a residential and commercial lifestyle developer. One of their maiden successes representing Phase 1 of their Bukit Jalil venture is – as mentioned above – The Earth@Bukit Jalil commercial shop-offices, launched in 2011 and completed in Q4 2015.

Phase 2 is now underway starting with 40-storey Impiana Sky Residensi. It will be followed by The Earth Residences comprising two 39-storey blocks of 762 units of luxury serviced apartments.

MyHome Scheme

Although the residential component of the whole development comprises two levels of property, this review will focus solely on Impiana Sky Residensi ─ the Affordable Home Scheme; in fact, “the first MyHome project in the Federal Territory,” as announced by Datuk Mohamad Yusoff Ghazali, director-general of the National Housing Department, as reported by Bernama in April 2016.

Priced at just RM300,000 with a further government incentive rebate of RM30,000, Impiana Sky Residensi will be made available to buyers at only RM270,000.

As announced by Prime Minister Datuk Seri Najib Razak during the tabling of Budget 2014, the MyHome Private Affordable Ownership Housing Scheme is the Malaysian government’s efforts at encouraging the private sector to build more quality affordable homes for first-time home buyers.

In 2014, the government allocated RM300 million for the purpose of building 10,000 of such units where both the developer and the buyer will benefit. Click on the link provided to understand how this scheme works for both parties.

Being priced affordably, these units are therefore for genuine home-seekers’ “own-stay” only. In other words, those opting to enjoy the benefits of this programme are to live in the units themselves and are not allowed to rent out or sell the unit within 10 years of purchase. MyHome units are open to all home buyers but there are qualifying conditions.

To Qualify for MyHome Affordable Housing Scheme, buyers must be:

  • Malaysian citizens
  • Above 18 years old
  • First Time Home Purchaser
  • Having a total household income of RM4,001 – RM6,000.

There are documents to prepare and they are:

  • A copy of the applicant’s NRIC
  • A copy of the applicant’s husband/wife NRIC
  • A copy of the applicant’s children’s NRIC/MyKid/Birth Certificate
  • A copy of Payslip/Income or Proof of husband and wife (or both if both are working)
  • Copy of OKU Card (if applicable) *OKU: Orang Kurang Upaya or Handicapped

Provided the qualifying criteria are met, everyone stands a fair chance of owning a unit as the balloting system is used. These are not low-cost homes per se but medium-cost ones located at prime areas made available at affordable prices.

Impiana Sky Residensi has a unique architecture in that the structure looks like the letter ‘L’ with a slight crook at one end. You could also say that it looks like an open book.

Impiana is 40 storeys tall and houses 508 uniform units of 850 sq ft each. Although standard-sized, these units differ from one another in terms of their placement along the corridor. The corridor is not exactly double-loaded in the way traditional box-shaped blocks are, packing their units in a long row on both sides of the corridor. Instead, Impiana’s L-shape makes creative use of angles and spaces.

Units are placed in a distinctive linear format with intervals along one arm of the L-shape while the other arm is single-loaded. This means the units on the single-loaded arm have no facing neighbour while the other arm features some with direct-facing neighbours and some without. The right angle of the ‘L’ shape is where the lifts are located. This means everyone has adequate elbow space from one another. Furthermore, the density is not high.

Parking and Facilities

As for parking, each unit will be given only 1 covered car park bay. The car park is from Level 1 to level 6 while level 7 is the Facilities Podium.

The facilities do not include a swimming pool but there are:

MyHome Affordable Housing Scheme

Being a MyHome Affordable Housing Scheme, the rules are such that the owners cannot rent or sell the property within 10 years, and when he or she does so eventually, the ceiling price will be fixed. Therefore this is not an investment for making money but rather a genuine buy for those looking for a home they can call their own to raise their family – which of course means that this is all the more reason why an affordable home such as Impiana should remain affordable throughout the mortgage period.

MyHome, which falls under the purview of the National Housing Department, says that there have been applications from 109 private developers to oversee 119 MyHome scheme projects nationwide involving 30,428 units.

According to TheStar report, the government has allocated RM1.9bil to build 123,000 affordable homes in strategic locations throughout the country by 1Malaysia People’s Housing (PR1MA), Syarikat Perumahan Negara Berhad (SPNB) and the National Housing Department.

“The Finance Ministry, in its Economic Report 2013/2014 released Friday, said RM500mil was allocated to PR1MA to build 50,000 homes in prime locations across the country and another RM300mil to build 30,000 homes in collaboration with private developers,” says the report.

You can see the development’s location clearly in the map below. The triangular strip marked in red in the left picture shows the entire The Earth residential and commercial site. On the right, the LRT stations are marked out in orange while the highways are also clearly named.

Being where it is, residents of Impiana will be able to access a total of 6 LRT stations set almost in a cluster in Bukit Jalil/Kinrara. The closest two stations located on the Bukit Jalil Highway are: the Alam Sutera LRT Station 2.1km away, and the Giant Kinrara 5 LRT Station 3.6km away.

The others are the Bukit Jalil LRT Station located 5 km away on Jalan Merah Cagar, Muhibbah LRT Station, located 5.7km away and the Awan Besar LRT Station located about 5km away on Jalan 4/155 off Jalan Jalil Perkasa 1 heading into Jalan Awan Besar, OUG.

The LRT extension project, which was adding a number of new stations to the route in 2015, is now complete. Both the Ampang and the Kelana Jaya extension lines connecting to Putra Heights are running full swing, and providing round trip service to commuters.

Of course, the nearest amenities within walking distance for Impiana residents would be at The Earth commercial centre, and it goes without saying that when residents get their keys in 2020, Pavilion Bukit Jalil City should already be opened, along with The Link 2 mixed development located 1.3km away on Jalan Jalil Perkasa 1.

Because of the simultaneous construction by so many developers concentrated on one stretch of the road, the Bukit Jalil Highway is in a mess as you can see.

Currently, the Link 1 commercial centre is situated on the same road with eateries galore, budget hotels, a Hero mart, and many other businesses and services that are already in operation.

For those who prefer to get away from the hustle and bustle, the 80-acre Bukit Jalil Recreational Park on Jalan Jalil Perkasa 1 is open everyday for joggers and fitness buffs. Entrance is free.

Over at the Kinrara end of the Bukit Jalil Highway are Giant Hypermart, Kinrara Niaga commercial centre and many national schools. Other public amenities include the Police Station and the Fire and Rescue Department which are 850 metres away from Impiana. And of course, Bukit Jalil is known to be a hub for higher education as well as it has several world class universities and colleges situated on Technology Park, 2.4km away.

All in all, you could say that Impiana Sky Residensi is very well-placed and very well-embraced by pockets of matured, yet fast-evolving neighbourhoods keen on adapting to the lifestyle demands of today.

Registration for The Earth Residences@Bukit Jalil

The Earth Residences@ Bukit Jalil is NOT under the MyHome Affordable scheme and thus will be priced according to the market value of its location. The Earth Residences are 2 blocks of ‘H’-shaped towers with 381 units each. Both towers will be 39 storeys high. The residences are located next to Impiana Sky Residensi behind The Earth commercial development and adjacent to SIRIM Complex.

Offering built ups from 850 sq ft to 1,327 sq ft, the units are orientated east-west and north-south.

There will be a total of 21 facilities and they include a swimming pool and deck as well as fun and wading pool for children, poolside Bistro, BBQ pits, fully equipped indoor and outdoor gyms and so on.

Summary

Housing is a basic necessity that needs to be met and in Malaysia, that need has remained acute ─ in spite of or because of ─ skyrocketting property prices, rising cost of living, high housing loan rejections and stagnant household incomes. It is the grounds upon which the government has initiated various affordable housing schemes and programmes in recent years.

During Budget 2015, the government allocated RM1.94 billion and launched several schemes to meet the needs of those who simply don’t earn enough to own a roof over their own and their family’s heads.

In Budget 2016, the government allocated a further RM2.96b and several more affordable home ownership programmes for the different categories of home owners. The Private Affordable Ownership Housing Scheme MyHome is one of them.

The others include PR1MA for household incomes of less than RM10,000 per month (http://www.pr1ma.my/ ), PPA1M for Civil Servants, People’s Housing Programme PPR (http://www.kpkt.gov.my/index.php/pages/view/26 ), Rumah Mesra Rakyat RMR1M (http://www.spnb.com.my/ ), and other schemes for downpayment such as the First Home Deposit Scheme (http://www.kpkt.gov.my/index.php/pages/view/397 )and so on.

Of course, all these affordable homes have different sets of guidelines plus an imposition of a 10-year moratorium: They must be for “own-stay” only and cannot be sold or rented out within this time.

But despite of the moratorium imposed, is Impiana Sky Residensi a good buy?

Of course it is. This is a quality, wholesome, adequate-sized home with adequate breathing space for the family set at a prime location near LRT and MRT lines.

It couldn’t get better.
