You may do a conditional sale subject to the individual title (for landed house) or strata title (for condominiums or gated strata title houses) being issued in your name. However, most buyers will want a cut off time frame for the Seller to fulfill the condition as the buyers would not want to wait too long for the transfer of the title deed. Having said that, some buyers bankers do loan on properties base on master land title before individual or strata titles are issued.
