May i know what is the established protocol by TNB to act against tenant who did not pay up the outstanding electricity bill?

I rent a Shop house to a tenant. I've made Change of Tenancy to transfer ownership of TNB account to the tenant. The tenant pays RM500 as deposit to TNB.

Recently It comes to my attention that the tenant has accumulated of up to RM4000 of outstanding amount to TNB.

I wonder why TNB does not cut off the electricity supply..i read from the bill statement and realised that the tenant is playing a trick by paying RM100 every month. That's why I guess TNB chooses not to cut off the supply...

My question posted to you gentlemen and ladies: what happens if the tenant run away without settling the outstanding bill? Is there an impact to next new tenant to get the supply connected? I'm worried there is loop hole in this change of Tenancy (TNB) that disadvantage landlord in this case.
