Dispute that I have with my neighbor who operates a hotel besides my shoplot. The issue came about when water leaking from my neighbor hotel (suspected to be from one of its bathrooms after verification from a plumber) which has literally damaged the walls of my shoplot. The neighbor refused to take responsibility when I brought this issue up. In this case, which authority that I should file the complaint to, or should I proceed to take legal action against them?
