I am the unit owner for condo, I have a situation and would like to know how to deal with it.
Every year, I will receive email from management office and saying that there is a leaking at below unit and ask for inspection.
Further to my checking, the owner from my upper units has received same email at same time as well, but in fact my tenant and me never log the complaint, there's no leaking found in the mentioned area as well.
We have received this kind of email 3-4 times, once a year.

Management office then sent out Form 28 after inspection and request us to rectify the issue within 7 days.
Otherwise, management office will appoint contractor and fix the issue at our cost. We basically understand the clause and we applied waterproofing on the highlighted defects.
However, when we ask the management to send someone to inspect the works done and confirm the issue solved, no further action is taken by the management office.
We did request management to provide the contact detail for below unit, we would like to arrange the repairs work directly with the resident. But management refuse to do so, they insist the arrangement must be made between 2 parties with management present.
But end up no arrangement is made, and story ended without further acknowledgement from management office.
This year, we received same complaint and Form 28 again /.

This incident trigger me that why my upper unit will receive same email and Form 28 at same time, while my tenant and me never log the complaint.
We suspect that the leaking issue is not logged by the someone from lower unit, but management is the one who send out the email to all units in same row and ask for inspection time to time.

Questions:
Anything that unit owner can do to verify the truth of the complaint? Can we request email or submitted copy forms for the complaint as evidence?
If the complaint is true, do we have rights to get the contact detail and deal with the lower unit's resident directly
