Hi, I bought a unit in a freehold apartment and have been living in it for 12 years. I was initially renting and eventually bought the house from the previous owner. The following are the issues I face: The building management office insist to only issue water bills every 12 months citing reasons such as lack of resources (workforce/financial etc) to generate monthly bills or quarterly bills, this makes it difficult to monitor usage and clarify charges. In addition, the 13 story apartment has 2 lifts of which 1 has been down for 10 years. At the time I shifted here, everything seems perfect, both lifts were working (there was a quick fix if there issue with lifts), there was 24 hour security guard services and gradually it reached a point where there is no security guards at all and only 1 lift working. Only since the past 6months to a year or so, there has been a security guard hired only from nights to early morning but 1 lift remains unrepaired for years. Plus, the last time the AGM was held was 5 years ago, 2-3 years before the pandemic began, promising action plans to change things (one of the action plan is increasing fees, and taking legal action against defaulters) however things remains the same even afters fees are increased. Also, there are ways of tenants to verify how the mantainence fees or other relevant fees are spent on maintaining the building as there are no annual account statements are provided. Every time we (as in myself and my family members, not sure about other tenants as our neighbours seems to be passive about it as mostly are renting and owners are staying elsewhere & difficult to reach) asks the management of the lift repair status and security, they always come with the same excuse for years: no sufficient funds/blaming the previous management of swindling the money(these were the same excuses given from day 1 the lift had broken down) and recently when we pressed for more progressive actions/solutions on these issues, we are met
