I am foreigner buyer who paid down payment 10% in 2012 and have paid 15% in 2014. The developer has not started the construction. I m seeking refund. The developer had agreed on the refund but delayed it. Do I have to use the same lawyer appointed by the developer ? What are my rights ? How to be refunded ?
