I just moved into a non-stratified and non DMC guarded neighbourhood. Is it legal for the RA to collect a monthly security fees as well as a one time contribution of an X amount, known as "infrastructure contribution". The Infrastructures include the building of the guardhouse, the boom-gate, cctv and fencing. It also says that the one time infrastructure fee is for regular maintenance and replacement of the infrastructure. The ex-owner of the property I bought from have already paid for the initial infrastructure contribution. Is it legal and fair to collect the said fee again ? I am happy to pay for the monthly security fee as well as the maintenance of the infrastructure maintenance fee provided it's equally borne by all members of the RA as and when the need arises. If I had not bought the property from the ex-owner, the RA would be happy not to collect the "infrastructure contribution" for a 2nd time. Appreciate if you can guide me on this predicament as I support the monthly security fees just not the 2nd collection of Infrastructure Contribution imposed on new owners. Thanks
