I moved out of my previous house at the end of June this year. We had a tenancy agreement, but it doesn't specify a time period for the deposit refund. However, I am aware that it is common practice for the landlord to do a house inspection the day a tenant moves out and surrenders the key, and if everything is ok, the landlord returns the deposit within 2-3 weeks.

However, I provided my previous landlord with one month's notice, and kept reminding him (every week) that I will be moving out and asked him to set a time for the house inspection on the 30th of June. But, he ignored my messages the first couple of times and only replied once to say that he will be confirmed by the 29th but he never did. He messaged on the 1st of July asking if we will still be at the old place on the 2nd but I specifically told him that we are no longer there and asked him to let us know when and what time he wants to do an inspection and we will be there, but, he never got back to me.

I allowed a grace period for him to get to me but two weeks in, I still didn't hear from him. At this point, I messaged asking to set up a house inspection, to surrender the keys and settle the deposit. He agreed and set up an appointment but a few hours before the appt, he rescheduled it for another day. I agreed and the morning of the appt, I confirmed with him but he started saying that the house needs to be re-painted (he hasn't done the inspection) and I need to do it. The deposit is 3K and at this point I was very afraid that he was going to scam me so there was a heated argument and I said I wasn't giving the key until he is ready to pay the deposit (I know it was a mistake). However, I was still co-operative after and was still asking him to do the house inspection. He wanted me to speak to his lawyer and arrange a house inspection.
