<Unit is not subject to DLP as 2% rebate is taken>

I recently bought my 1st unit in Cyberjaya, SPA date 7/7/20. Due to MCO I only managed to start moving-in Mar/21. Early May, I noticed there was a water leaking coming into my unit and bubble build up on the wall and ceiling. Made a complaint to the developer and they instruct me to refer to the management as my unit is not subject to DLP as I have taken the 2% rebate. As a 1st time buyer, it may be my lack of awareness & knowledge about DLP and I don’t remember being informed about it from the agent (accept rebate = no DLP). SPA statement: "Property strictly on an "as is where is" basis.
Can anyone share what is the right way to go about this? who should be liable for the defect?
