hi Eva, Phase 1 available means that the developer buy a big land for develop. And it will divided maybe 2 or 3 phase to develop the land, when each phase it develop, it can apply loan with the bank, and get approval loan from loan to assist them to build.Imagine if a big big land it develop but nobody buy the condo or house, how much lose it will incur when fully completed.
