My apartment , is a new apartment and the vacant possession was passed to residents in 2019. During the COVID lockdown , MC issued a demand for payment letter and asked us to pay for the demand letter RM 53 to a law firm .My question is, can the MC imposed late interest charge before holding 1st AGM and wanted us to pay fine rm53 for the demand letter , are these two legally enforcement to residents . My apartment 's by - law states that fine rate imposed shall be determined in general meeting . Please advise me. Thank you
