Received VP letter but cannot get the key.

I bought a condo in Kuala Lumpur. on Nov 2018, I received VP and CCC letter from the developer. But several conditions below are observed. Can they issue VP in these conditions?
1. Common areas facilities ( toilet, gym room, lobby, parking..etc) is still under construction. You still can see the workers, metal racks, big metal rubbish bin, cement in the common area.
2. Water and electric meters are not installed. But is ready to install. When we question, they said waiting for the meter from TNB and syabas which can take weeks.
3. Maintenance fee payment is started on the VP date stated on the letter. (we haven’t got the keys and the situation stated above).
So my questions are.
1. Can the VP be issued?
2. Maintenance fee should be paid based on the VP letter or when we had obtained the keys?
Secondly, I was prohibited from taking the keys from the developer until I paid up the Late Payment Interest. The developer did not investigate who is the one causing the delay. They just charge me. I need to request the chronology letter from the lawyer (appointed by developer) and show to them that the delay is from the developer and lawyer site. After the submission, the developer said they will take 2-3 weeks to investigate the matter. So I’m paying the maintenance fee without holding the keys for a month.
1. Can they do this? Any time limit for that? If they told me they need 3 months to investigate, I can only wait?
2. Can I request my money back for all the delay? Are they supposed to investigate the matter 1st, before charging me and assume I should be responsible for the late payment interest?
