Right to Attend AGM

In a fortnight, my condominium's management with the help of Taylor Hobbs will be organising our first AGM for the owners of our condominium.
One of the requirements to attend this AGM for people who are still servicing their house loans is to obtain an 'authorisation letter' or a proxy form signed by the bank.
I spoke to my bank's General Manager who has politely explained that they have consulted with their lawyers and reaffirmed that they do not issue any 'authorisation letters' or proxy forms for people serving their housing loans to attend these AGMs.
The management under the advice of the AGM organiser however assured that obtaining an 'authorisation letter' or proxy form is part of some Strata Title Act.
Can anyone with legal experience give their comment(s) on it and any necessary legal documents to back them up?
I have been given the impression (like many others) that all we need is a proof of identity and a matching name in the SNP agreement for owners who are still servicing their loans.
