The house owner refuse to sign s&p when the s&p is drafted and signed by me.

I have paid 1% earnest deposit to the owner and RM2k payment to my lawyer.

I also paid the 9% downpayment to the owner's lawyer and it is encashed by the vendor's lawyer.

Is there any specific compensation that I can ask for? Can I put the property under Caveat?
