Budget 2027 proposes broader stamp duty relief for first-time homebuyers in Malaysia, alongside housing financing guarantees and new affordable housing projects. The measures could reduce some upfront costs, although eligibility and the final exemption rules will determine what each buyer can claim.
The proposed relief includes a full stamp duty exemption on loan agreements and instruments of transfer for eligible first homes priced up to RM500,000. For homes priced above RM500,000 and up to RM750,000, the first RM500,000 would be fully exempt, with half the duty on the balance exempt. It would cover Sale and Purchase Agreements (SPAs) executed from 1 January 2027 to 31 December 2030, subject to the final exemption order.
Prime Minister Datuk Seri Anwar Ibrahim, who is also Finance Minister, tabled the Budget on 9 October 2026. For buyers comparing homes, the key questions are which measures they qualify for, how much cash they need upfront and whether the ongoing costs fit their household budget.

Stamp Duty Relief for First Homes
Stamp duty is a government charge on the legal documents in a property purchase. Two matter here: the instrument of transfer, which moves ownership to you, and the loan agreement with your bank.
The Budget 2027 speech proposes full stamp duty exemption on loan agreements and instruments of transfer for eligible first homes priced up to RM500,000. For homes priced above RM500,000 and up to RM750,000, the first RM500,000 would be fully exempt, with a 50% exemption on the duty on the balance. The proposed relief covers SPAs executed from 1 January 2027 to 31 December 2030. Confirm the final exemption order and eligibility with the Inland Revenue Board of Malaysia (LHDN) and your lawyer before budgeting for the saving.
Different rules may apply to companies, foreign buyers, existing property owners, transfers by love and affection and other non-standard transactions. Confirm the conditions for your transaction with LHDN and your lawyer.
The signing date matters. If your SPA falls near the turn of the year, ask your lawyer which exemption covers your purchase. Also ask how the exemption is applied when your documents are stamped, and which declarations you need to supply.
SJKP Guarantees for Buyers Without Fixed Income
A bank checks proof of income when it assesses a housing loan. Self-employed buyers, freelancers and commission earners may find this harder than salaried buyers, because their monthly income varies.
Budget 2027 announced up to RM20 billion in housing financing guarantees through Skim Jaminan Kredit Perumahan (SJKP), aimed at 80,000 first-time homebuyers, particularly self-employed buyers without fixed incomes. Ask a participating bank which financing costs its current scheme covers and which limits apply.
A guarantee supports access to financing. It does not replace the bank’s checks. The lender still assesses your Debt Service Ratio (DSR), which is the share of your monthly income that goes to debt repayments. It also reviews your Central Credit Reference Information System (CCRIS) record and its own valuation of the property. Eligibility for a guarantee only gets your application considered. It does not complete the purchase.
If a bank turns you down, ask which banks take part in the guarantee. Ask whether a smaller loan or a joint applicant would change the assessment, and which documents the bank accepts as proof of income.
Affordable Housing Supply and Abandoned Projects
If you are looking at government-assisted homes instead of an open-market purchase, the Budget also covers new supply.
The Budget speech allocates nearly RM1 billion for programmes such as Rumah Mesra Rakyat and Program Residensi Rakyat (PRR). It lists four new housing project locations: Kulai, Johor; Nilai, Negeri Sembilan; Paya Rumput, Melaka; and Pertang Valley, Terengganu. Separately, nearly 11 acres of government land in Belfield, Kuala Lumpur, are planned for at least 2,500 Rumah MADANI units, with 70% reserved for Bumiputera buyers.
These are announced plans, not finished homes. Completion dates are projections from the developer or agency, and your protections come from the SPA. Each programme also sets its own eligibility, such as income limits and residency conditions, and its own rules on selling later. Sale or transfer may be possible once any lock-in period ends, subject to the programme’s rules and approvals.
For abandoned housing projects, the Budget speech announces full stamp duty exemption on loan agreements and transfer instruments executed by rescuing contractors or developers and original purchasers, effective from 1 January 2027 to 31 December 2030. The stated policy target is zero abandoned housing projects by 2030. Ask your lawyer to confirm the implementing rules and whether your transaction qualifies.
If You Rent: Looking Beyond the Purchase Price
The measures reported from the speech concern buying. If you rent, or you are weighing rent against ownership, the monthly cost of living in a home matters as much as its price.
MOF’s Pre-Budget Statement places home ownership and rental affordability alongside public transport, urban liveability and household costs such as transport, healthcare, education and childcare. These costs are useful considerations when comparing homes, whether you plan to buy or rent.
PropertyGuru platform data shows rental searches outpacing sale searches, with rental listings also shortlisted more often than sale listings. PropertyGuru’s H1 2026 Consumer Sentiment Study found that, among renters surveyed, 81% said rents were too high and 51% had moved further from the city because of housing costs. The same study found that 89% of those renters paid less than RM1,500 a month.
A lower rent or instalment does not always mean a home is more affordable. A longer commute, higher transport costs, higher energy bills or limited access to services can raise the total burden. PropertyGuru’s H1 2026 Consumer Sentiment Study also found that 86% of respondents considered sustainable features important when buying or renting, and 78% took climate risks such as flooding and landslides into account when purchasing. Infrastructure and amenities were prioritised by 30%.
How This Plays Out in Real Life
If your income varies. Take a freelance designer in George Town with a RM650 car instalment, a PTPTN repayment and income that changes month to month. This is an illustrative example. Before applying, she lists every monthly commitment, gathers her recent bank statements and tax filings, and asks each bank how it treats irregular income. The bank assesses her income, existing debts, credit record and the property valuation before deciding how much to lend.
If you are comparing a cheaper home with a better-connected one. Take two illustrative homes. Home A has an instalment RM300 lower each month but adds RM250 in transport costs and a long daily commute. Home B costs more to buy but sits near a station. The gap in instalment shrinks once transport is counted, and the commute adds time that no budget line shows.
Practical Questions, Answered
Are these measures already in force? The first-home stamp duty exemptions are Budget proposals for a future SPA window. Check LHDN’s formal exemption order and eligibility rules before relying on them.
Does an SJKP guarantee mean the bank will approve my loan? No. The bank still assesses your income, DSR, CCRIS record and the property valuation. Final approval depends on the lender’s checks.
What to Check Before You Sign
Start with your SPA signing date, because it may decide which stamp duty rules apply. Then ask your lawyer how the exemption is applied and which declarations you need to supply. If your income varies, ask two or three banks whether they take part in SJKP and how they assess irregular income. Compare homes on upfront cash, monthly instalment, transport and running costs. Write those figures down before you commit to a unit.
Quick Recap

Before you sign, ask your lawyer which stamp duty exemption covers your SPA date, and compare homes on full monthly cost.
