You might have seen many” rumah mesra” or low-medium cost houses coming from Aspirasi SPNB but not this one. Their latest project, Q3 @ KL East, is a stark contrast from their previous launches, and is by far one of their most expensive property developments to date. Slapped with a hefty price tag of roughly RM700 psf, Asparasi’s Q3 could finally compete equally with the other residential projects from the big boys such as Mah Sing, IJM Land or UEM Sunrise. The best part is that the residence is situated in a very strategic location called Jalan Bukit Permai, which is just adjacent to Cheras, Ampang and KLCC. Besides its excellent location, it also boasts a warm and vibrant neighbourhood, where you can find retail shop lots and restaurants almost everywhere. Not to mention, green landscapes and hills surrounds the neighbourhood as well, making it very a scenic and beautiful place to stay. In this regard, it is no wonder why SPNB dares to price this project at such a high cost. The big question still remains though; can SPNB’s Q3 live up to its premium price tag? We are about to find out.

Construction works ongoing at Q3 @ KL East
The construction works for Q3 @ KL East is progressing very well and are scheduled to be completed by 2018/ 2019. Once they are done, there will only be a single block of residential tower with 260 units of serviced apartments. Considering that the land size is only as big as 1.3 acres, it seems like a pretty reasonable amount for an urban development, albeit at a slightly dense side. Besides the service apartment units, it also boasts over 20 units of shop lots that would be home to those such as restaurants, beauty parlours, convenient stores and many more. In the end, Q3 will be quite similar to the other service apartment projects that are out in the market, with several commercial shop lots installed.
Masterplan for Q3 @ KL East
Meanwhile, in terms of facilities, you can look finally look forward to some decent ones coming from Aspirasi SPNB. Featuring several exciting facilities such as the infinity pool, gymnasium, sauna, children’s playground and reading room, Q3 provides you with ample of answers to relax and unwind in style. In addition, you can also savour your private moments in peace and serenity through its fully landscaped podium and beautiful garden rooftop. For shopping, there are also the lifestyle shops with an alfresco setting in front of the serviced residence to cater for your needs. Overall, for the price you are paying, the facilities provided by Q3 are not too shabby. However, you should also take note that they are not that impressive either.
Stylish façade at Q3 @ KL East
While its facilities may just be borderline good, you will definitely be impressed with its modish façade and state-of-the-art lifestyle shops. Futuristic and trendy, they are truly a projection of class and splendour in this laidback neighbourhood. Moreover, the sole residential tower stands tall at 43 storeys, providing you with an elevated living experience in Bukit Permai. Overall, its elegant façade and architecture summed up the overall excitement and desirability of this service apartment.
Interiors
Unfortunately, at this point of writing, the show gallery for Q3 @ KL East is not ready and no images of its interior could be obtained. However, the service apartments will only come with a full set of kitchen cabinets and water heater. No air-conditioners or electrical appliances will be provided, and only ceramic/porcelain tiles will be used for the floorings. This is hugely disappointing as the units are not cheap and only partly furnished. Nonetheless, it does have a pretty high ceiling at 8 feet tall, so that is something positive you might want to consider.
Floor Plans
There are 4 basic layouts in this serviced residence and they are Type A, B, C and D. Type A is the standard unit and comes with a built up area of 721 sf and 2 bedrooms. Meanwhile, Type B is slightly smaller than Type A with a built up areas of 650 sf, and it is only allotted with a single bedroom. What’s even smaller than Type B is Type C, which is the studio unit with a total built up area of 550 psf. However, for family stay, Type D would be the most suitable as it has a total built up area of 1,044 sf and 3 bedrooms. Note that the starting price for Type C would be from RM396,000 and for Type D would be from RM751,680.
Location
Directions to Q3@ KL East
Ampang, or a Malay word for dam, used to be a major tin mining area during the British colonial era. Being one of the oldest towns in Kuala Lumpur means that it boasts a very rich history and matured neighbourhood. Indeed that is true as you will almost everything you need here from Chinese & Mamak restaurants, hawker stalls, bank branches and hospitals to petrol stations, schools, hypermarkets and shopping malls.
Of course, the main reason why you would want to stay here is due to its close proximity to the city centre and KLCC, which are easily accessible through MRR2, Cheras- Kajang Highway and Jalan Ampang. At the same time, it also packed a good distance from the city centre, enabling a tranquil and serene living experience here. Now, to say that Q3 @ East KL is located entirely in Ampang is not true because Cheras is just across the street. And to say that this area is entirely dominated by the Chinese residents is also technically incorrect. To be precise, it is actually located in Jalan Bukit Permai, which is sandwiched between Ampang and Cheras, and there are quite a number of other races living in this area as well. So, don’t worry about the clash of cultures as this is a very cosy and quiet place to stay in.

Condominiums and shop lots near Q3 @ KL East
As you can see from the pictures above, Bukit Permai and its surrounding neighbourhoods are simply gorgeous. Lush greeneries with unobstructed mountain views can be seen, along with a peaceful and quiet community. And standing above of Aspirasi’s Q3 @ East KL is IJM’s posh Shng Villas, where the rich and mighty lives. Honestly, staying in this place is a surreal because of its spectacular sceneries and tranquil neighbourhood. Besides, it also boasts a good public transportation system due to its close proximity to the Cempaka LRT station, where there’s even the RapidKL bus T324 for you to catch here. In fact, there’s going to be an MRT line 2 connected to this place in the future as well. All and all, Q3 @ East KL deserves double thumbs up for its great facilities and ambiance.

At RM700 psf before discounts, Aspirasi’s Q3 is not cheap to say the least. Bear in mind that its neighbouring condominiums were initially launched at much lower rate, and they have a bad track record of bankrupt developers. For instance, IJM took over the Monte Bayu project from Talam when they went down, while the same goes for Nusa Mewah, where the project was handed to Ferrier Hodgson after the developer liquidated. Hence, at RM700 psf, Q3 could be considered as a high risk project that’s located in a high risk development area. However, due to the fact that Aspirasi is a subsidiary of Syarikat Perumahan Negara Berhad (SPNB), I doubt the project will ever be defaulted. Nonetheless, the price is still quite steep for a project that is being launched by a less renowned developer.
Final Analysis

Q3 @ KL East has one of the best neighbourhoods around the Kuala Lumpur area. It is vibrant yet peaceful at the same time, and it allows you to recluse even though it is within a short driving distance from the city centre. This is truly amazing, especially if you wish to stay in a place with beautiful sceneries and many good places to eat. Not to mention, it also has one of the most stylish façade around the area, making it a really classy place to stay. The only problem is the price tag. With an entry price of RM700 psf, this should be considered as a premium development project by Aspirasi. And considering that they only have a good track record of delivering low-medium cost apartments and houses, they have not really proven themselves to be capable of delivering projects with high quality of workmanship. So, this is a risk you would have to bear if you wish to stay in this gorgeous place, and you should also bear in mind that many of the projects around Jalan Kuari were previously abandoned. In the end, if you don’t mind the price tag and the developer, then I would say this project would be very suitable for your own stay.
Summary
Q3 @ KL East is chic, modern and contemporary. If you are looking for a classy living experience around Cheras / Ampang area, this is it. However, the lesser known developer and steep price tag make this project slightly dubious. Couple with poor furnishings and floorings, perhaps your money could be better spent elsewhere. Nonetheless, the neighbourhood is truly beautiful and strategic, and if location is more important for you, then you should really give Q3 a shot.
