You will need the consent of the developer to allow you to sell a condo. under construction as stated in the SPA. Without the consent of the developer, your original SPA cannot be revoked and a new SPA cannot be signed with the new Purchaser. The developer will charge a consent to transfer fee.
As for the bank loan, it depends whether there is a lock in period (sometimes 3 to 5 years) imposed by the bank in your loan offer letter or loan agreement. The amount of penalty for early settlement of loan is stated in the loan agreement. Some bank loans do not impose lock in period.
