yes and no.
Yes. but you must 1st convert your bumi lot to non-bumi lot if the apartment still under master title.
No. if your apartment with subsidiary title (strata title). you can only transfer it from bumi to non-bumi after 5 year counted from the date obtain the title
1) is your apartment still under master title or subsidiary title (strata title) ?
