Yes a Singaporean (or any foreigner) may buy a residential property in KL priced above RM1 million. It may have to be self funded, if you are not eligible for a bank loan. The usual fees that a buyer pays are: 1. Lawyer's fee for Sale & Purchase Agreement 2. Lawyer's fee for Loan Agreement 3. Stamp Duty for the property purchased 4.
