Based on my personal experience, anything from the MDF to the unit falls under the owner's responsibility. Anything from the MDF to the ports outside will be the management and the provider's responsibility.
I informed the management and they do their checks and confirmed that the issue was from the MDF to the unit, thus I need to find my own contractor and pay for the repairs, such as relaying the fiber line from the MDF to the unit.
