I have an ongoing rental contract that is expiring last day of March.

Here's the storyline:
1. I received a memo that the unit ownership changed to a different property manager on 3/2/2024.
2. The change has been effective on 1/2/2024.
3. Based on the memo, I should sign a new agreement with the new property manager, but have not received it by now.
4. On 7/2/2024, I noticed the Wi-Fi became faulty and ineffective. After chatting with the property manager hotline, they informed me that the new property manager decided to sign a new contract plan with TM. Hence, they have not paid the existing one.
5. Since then, my housemate and I have been following up on the issue, and they went absolute silent. (11 days or 5 working days by now)
6. All our group follow-up messages have been kept blue ticks.
7. I am considering doing early termination due to the lack of confidence on the unit anymore. With the previous property management, incidents as stated below happened as well:
- The building access card was blocked for two days (6/9 - 7/9/2023) for unpaid management building fee.
- Electricity cut by TNB (26/10 - 27/10/2023) due to unpaid electricity bills.

8. I have signed the memo of notice of the switch to a different property management. They mentioned the existing clauses, such as rent payment and due date, other terms of the tenancy agreement also remain unchanged.
9. The existing agreement mentioned Early Contract Termination will be subjected to following: - penalty 2 months rental or - Log police report and blacklist in CTOS

Question:
1. Would I still be liable for the penalty given my contract is less than a month + the rental for this month has been cleared off?
2. Should I request for an early termination and get a different unit, as I have lost confidence with the existing handling experience?
