What you can do is to gather all the purchasers together and form a owners committee. Seek the help of a lawyer, bank and the ministry of housing to try to complete the project, if it is still viable to do so. No new developer will want to revive a project that is already 80% completed provided there are still profits to be made. I saw a successful case study of a high end condominium in TTDI that was successfully revived and completed.
