It is the obligation of the seller to apply for consent to transfer the property to the buyer from the land office (usually required for leasehold properties). Such application can be done upon the signing and stamping of the Sale & Purchase Agreement. Depending on the jurisdiction of the property, it will take a few months for the consent to be obtained provided there are no discrepancies in the title records.
