Why should a tenant pay for the tenancy agreement. Since the property belongs to the owner. We are just renting. The person is making the agreement for their purpose. WHY should a tenant pay for that. DOESN'T MAKE SENSE

In legal point of view, tenant is the one who is giving an offer to an owner to rent their unit. Tenant is the one who should hire his / her lawyer to draft out all the terms and condition for a fair TA, and all the T&C are subject to owner acceptance.
Thus, tenant is to pay the legal fee for the preparation of the TA.
