Seremban, Negeri Sembilan, 7 August 2025 – In a significant step forward for cross-border industrial collaboration, a Memorandum of Understanding (MoU) was officially exchanged today between Hunan Yuneng New Energy Battery Material Co., Ltd (“Hunan Yuneng”) and Invest Negeri Sembilan (“Invest NS”), signalling a strong commitment to facilitating foreign direct investment in Malaysia.
In conjunction with the MoU, Hunan Yuneng also presented a Letter of Intent to SPD Tech Valley Sdn Bhd (“SPD Tech Valley”), outlining its intention to establish a lithium battery materials manufacturing facility within the industrial park.
The exchange ceremony, held at Royale Chulan Seremban, was witnessed by YAB Dato’ Seri Utama Haji Aminuddin bin Harun, Menteri Besar of Negeri Sembilan. Mr. Liang Kai, Deputy Chief Executive Officer of Hunan Yuneng, represented the company in both the MoU signing with YBhg. Dato’ Hj. Najmuddin Sharif Bin Sarimon, Chief Executive Officer of Invest NS, and the Letter of Intent handover to Mr. Ten Wee Seong, Chief Executive Officer of Seri Pajam Development Group (“SPD Group”), the master developer of SPD Tech Valley.
RM560 Million Investment to Strengthen Green Energy Supply Chains
As the world’s largest producer of lithium iron phosphate (LFP) materials, supplying around 30% of global demand, Hunan Yuneng will invest RM560 million to develop a new facility within Phase 1 of SPD Tech Valley, Senawang, Negeri Sembilan. The plant will be dedicated primarily to producing lithium battery cathode materials and will have an estimated annual production capacity of 90,000 tons. Completion is expected within 15 months.
This marks Hunan Yuneng’s first major venture in Malaysia, and the project is expected to create over 200 new job opportunities. The investment demonstrates Hunan Yuneng’s long-term commitment to Malaysia’s economic growth while supporting global capacity expansion, clean energy supply chains, and regional manufacturing competitiveness.

YAB Dato’ Seri Utama Haji Aminuddin bin Harun remarked:
“This project is a clear manifestation of the aspirations of Malaysia Vision Valley 2.0, which aims to strengthen Negeri Sembilan’s role as a regional hub for innovation and technology, as well as a prime investment destination in Malaysia.”
Advancing International Partnerships and ESG Excellence
The MoU exchange represents more than a financial investment — it reflects a shared vision to build a high-performance, sustainable industrial ecosystem driven by international collaboration, technological innovation, and ESG-aligned development. The collaboration reinforces SPD Tech Valley’s role as a launchpad for future-ready industries and strengthens Negeri Sembilan’s position as a competitive and clean industrial hub.

Mr. Ten Wee Seong, CEO of Seri Pajam Development Group, added:
“SPD Tech Valley is more than an industrial park — it is a purpose-built ecosystem for the future. As Southeast Asia’s first LEED Gold certified Industrial City & Community, our goal is to create a future-ready, ESG-centric industrial platform that supports advanced materials, EV components, semiconductors, and electrical & electronics sectors. This collaboration marks not just a financial milestone, but a vote of confidence in Malaysia’s capabilities and Negeri Sembilan’s industrial vision.”
