No fixed and fast rule on this. The Landlord will usually factor in the cost into the monthly rental because it is difficult to apportion the costs to a few sharing tenants on different upper floors using it. Usually the Ground Floor tenant do not want to pay because the tenant will claim that Ground Floor does not need to use the lift. However, it is best to discuss openly and mutually agree so that there are no hidden costs involved.
