i book a condo at lower level, because sale personnel show all levels sold out. later i found the wall board in show room that certain levels are no launch yet. few days later i request to change to higher level, which able to do so, but they request 'change unit fee'. is there any change unit fee apply in law? why developer just launch certain levels only for same block?
