if you are referring to the Tenancy Agreement, the agent will only charged a nominal administrative cost ranging up to RM500. Agent's are not allowed to charge any legal fee.
The additional stamping fee is in accordance with the governments' Stamp Duty calculation
If you are referring to an agent's fee for selling or renting out a property , it is regulated by the government body (refer tor www.lppeh.gov.my). Not more than 3% of transacted price and about 1 to 1.25 month rental for helping to rent out the property.
