If you are not a bumiputra or own a bumiputra company, you cannot own a bumiputra quota alloted properties unless you are a developer in the process of selling those bumiputra quota units. Even as a developer, you must provide evidence to the relevant local authority that the developer had made aggressive marketing over a reasonable period of time to sell those units to bumiputras either through advertisements or roadshows etc. Proof of such marketing effort to Bumiputras only needed to be shown before the local authority will consider allowing a waiver of the quota. The JV developer will be able to assist you apply for the waiver based on their experience. If you are already the registered owner of those units and you are not a bumiputra trying to resell those units in the secondary market, you need to have compelling reasons like urgent need of money to pay off a loan or a medical bill or children's education fee etc before the local authority will consider the waiver but usually with appeal cases.
