The ambitious project, which sits on a 14-acre site, was designed to include a thematic shopping mall, multiple towers of serviced residences and suites, and a hotel. While the project was stalled and faced financial difficulties leading to the closure of its mall in 2020, it is now poised for a significant revival following a major acquisition by a prominent international retailer.

Project History and Revival

The Capital 21 mall, a key component of the development, ceased operations in early 2020 due to financial constraints faced by the developer, Capital World Ltd. The project subsequently entered a period of restructuring. A major catalyst for its revitalization came in early 2023, when Singapore's renowned Mustafa Centre acquired 591 unsold retail units, with the stated intention of opening its first Malaysian outlet. This investment is intended to finance the completion of the project's remaining components, marking a new chapter for the development. While renovation works are reportedly underway, the mall had not yet reopened as of mid-2025.

The Original Vision

The Capital City master plan outlined a comprehensive mixed-use hub with distinct components:

  • Capital 21 Mall: A six-storey thematic shopping mall with 1,602 retail units, originally designed to feature themes of five continents. It was also home to a large indoor theme park.
  • Residences & Suites: The plan included a 32-storey tower with 630 hotel-style serviced suites (Tower B) and three 29-storey towers comprising a total of 690 serviced apartments (Towers C, D, and E).
  • Hotel: A 32-storey international hotel with 315 rooms was planned for Tower A.
