Sorry, your answer is not clear. Can she purchase a house now even though she is now applying PR(not yet get PR and Malaysia citizen)? But she is now a widow of Bumi and has 5 years old Bumi child. No need to wait unitl she becomes Malaysia citizen or her child becomes 18 years old? So my question point is " Now can purchase? Or wait until she becomes Malaysia citizen or her child becomes 18 years old?"
