I saw a lot of post saying that service apartment must be complete and deliver within 36months, some said cannot extend, some said can extend with the state authority approval...
where and how can I know whether the developer had make an application to the state authority to extend the time frame and put 60months in the SPA?

The completion and delivery time of a service apartment, or any property for that matter, is usually stated in the Sale and Purchase Agreement (SPA). The standard time frame for completion as per the Housing Development Act in Malaysia is 24 months for landed properties and 36 months for condominiums or apartments, including service apartments.

As a buyer, you can verify if an extension has been granted by contacting the state authority directly. However, this might require some effort and time. Alternatively, you can request the developer to provide evidence of the approval. If they are unable to do so, it may be a cause for concern.
