Many multinational rail players and major global engineering firms are expected to attend the tender briefing for the Kuala Lumpur-Singapore High Speed Rail (HSR) on 5 July in Singapore, reported Bernama.
The event will be jointly organised by Singapore’s Land Transport Authority (LTA) and MyHSR Corp, a unit of Ministry of Finance that was formed to be the developer and asset owner for the Malaysian side of the HSR project.
“The briefing is set to provide updates on the indicative AssetsCo tender parameters and technical specifications for the Kuala Lumpur-Singapore HSR project,” said MyHSR Corp CEO Mohd Nur Ismal Mohamed Kamal.
Notably, AssetsCo is the company formed to oversee the HSR’s trains and railway assets.
According to him, multinational firms are expected to team up to form consortiums to bid for AssetsCo tenders of the Kuala Lumpur-Singapore HSR project.
“Among the consortiums that we can expect to see will be coming from China, Japan, South Korea and Europe,” Nur Ismal told reporters during a media briefing on Tuesday (20 June).
He noted that all participating companies will get a briefing pack with preliminary AssetsCo tender requirements. This covers topics like regulatory framework, the project structure, HSR network description, revenue services and train fleet, AssetsCo’s procurement approach, as well as commercial principles and network code.
Aside from being responsible for designing, building, funding, maintaining all rolling stock as well as leasing them to train companies, AssetsCo will also manage the HSR network.
Following the briefing, MyHSR and LTA would seek the feedback, comments and concerns of each participating consortia regarding the HSR project. They will then launch the AssestCo tender by Q4 2017.
Expected to be fully operational by end-2026, the 350km-long HSR project will feature eight stations from Bandar Malaysia to Singapore terminus in Jurong East.
