Residents of two People’s Housing Projects (PPR) are calling Kuala Lumpur City Hall (DBKL) to speed up the process of getting the Certificate of Completion and Compliance (CCC) for their respective multi-storey carparks, reported The Star.
This is because even though the two facilities have been completed, they still can’t be used by vehicle owners without this important document.
“The parking situation here worsened since a significant portion of our parking space made way for the construction of the carpark,” said Khairul Anuwar Yusoff, the chosen leader of Block A at PPR Intan Baiduri.
“With almost 2,000 PPR units, parking is at a premium and there are just not enough bays It is not right for residents to wait for so long when the carpark is ready.”
Khairul Anuwar is worried that the longer the building is left unoccupied, the more prone it would be to vandalism. Even if there’s a security guard, he alone cannot protect the building round the clock.
“During the Hari Raya holidays, the server box was stolen. We have also seen children sneaking up to the upper floors at night.”
A similar situation is being faced by the residents of PPR Taman Mulia in Bandar Tun Razak. Its Residents Association Chairman Mohd Feisal Abdul Manaf revealed that they still can’t use the multi-storey carpark sans the CCC although the facility was completed in March.
“As it is, residents double-park by the roadside because are not enough parking bays. We hope DBKL will speed up the opening of the parking facility.”
According to DBKL executive director Datuk Mohd Najib Mohd, the multi-storey carparks at PPR Taman Mulia and PPR Intan Baiduri are targeted to open by November 2018.
He explained that both facilities have not yet received their CCC because of some technical requirements by water provider Syabas.
At PPR Intan Baiduri carpark, contractors are working with Syabas to fulfil these requirements. After the utility provider approves, the CCC inspection can proceed and the document can be released.
“We have completed structural works in Taman Mulia, but there was a delay in the water supply connection. But, we are trying to expedite the process so that it will not cause further disruption.”
The two buildings are among the 12 multi-storey carparks being constructed by DBKL at Public Housing Projects (PPR) and People’s Housing Projects (PA) across the capital.
Costing RM350 million, the project aims to address the limited number of parking space near such residential developments by providing 7,644 parking units, up from 4,965 parking bays previously.
Some of the building will also house additional facilities like futsal courts, hawker stalls, meeting rooms and multipurpose halls.
Mohd Najib revealed that for the other multi-storey carparks at three PA developments and eight PPR projects, these are 75 percent complete, with completion targeted by 2019.
These comprise PA projects in Sri Kota, Sri Sabah and Desa Rejang. This on top of carparks at PPR developments in Kepong, Semarak, Sri Pantai, Air Panas, Raya Permai, Desa Petaling, Hiliran Ampang and Desa Tun Razak.
Lastly, the multi-storey carpark at PA Desa Rejang is 50 percent complete.
After the facilities obtain their CCC, these can be used by vehicle owners. Each PPR unit will be entitled to one parking bay, and the allocation will be done via a balloting system.
The car parks will also be maintained by city hall’s Community Development and Urban Wellbeing Department. However, PPR flat owners and tenants will need to pay a fee so that the Department can operate and take care of the car parks, in addition to providing security.
“The fee has not been determined yet, but will it be brought up to Federal Territories Minister Khalid Samad for his approval,” noted Mohd Najib.
