Despite efforts by the Seberang Prai Municipal Council to tidy up two affordable housing blocks at Teluk Indah in Prai by deploying more garbage bins and cleaners, the place remains littered with garbage, reported The Star.
The situation was so bad that councillor David Marshel posted a banner on the building last July that stated: “Congratulations Teluk Indah Block E flats for being the dirtiest in Penang. Are you proud?”
Then in August 2016, the authorities conducted a major clean-up drive, with the help of residents, council employees and workers hired by the blocks’ Joint Management Body (JMB).
They even wore shirts with a slogan “I Am Not A Dirty Person”.
But when staff from The Star checked the place on 25 April 2017 (Tuesday), it was still so dirty, especially Block E2. In fact, residents were caught in the act of throwing litter out from their units.
“I stayed here for nine years. I moved out about two years ago because I lost hope that the place would ever be clean again,” said Fatimah, a 48-year-old clerk who has leased her flat.
“It is not only dirty but disgusting. I blame the residents. They find it more convenient to toss the garbage out the windows instead of walking down to the garbage bin.”
There are workers who regularly remove the garbage dumped into the courtyard but residents keep dirtying the place daily. “Once a cleaner was injured when a bag of garbage landed on his head while he was cleaning,” she said.
According to councillor Marshel, there should be shift in the residents’ attitude, or their buildings will remain infamously known as the dirtiest in Penang.
“We have placed two roll-on-roll-off large garbage bins at the back of the flats. We have also placed extra dustbins at the corridors of each floor but the residents are not using them.”
He added that the Seberang Prai Municipal Council have tried its best to help the residents clean up the place, but it’s exhausting and discouraging to see that they don’t take care of their building.
