Political Parties Told to Return All ICU Halls to DBKL

Federal Territories Minister Khalid Abdul Samad announced that Kuala Lumpur City Hall (DBKL) will take back control over ICU halls constructed on its land, reported The Star.

The government decided to recover these properties after Kepong MP Lim Lip Eng revealed earlier that these government-owned properties are being used by political parties. Khalid also said that the Implementation and Coordination Unit (ICU) of the Prime Minister’s Department had built these halls

“There are over 20 such halls in Kepong, located in residential areas or by the roadside. Most of them are controlled by political parties such as UMNO, who sublet these halls to businesses such as car wash service, martial arts class, kindergarten and scrap metal collection,” explained Lim.

“These halls sit on government land, so it is only fair that they be returned to DBKL.”

These properties stand on DBKL’s land, so city hall has the right to take them back, noted Lim, adding that instead of political parties, he suggests that residents’ associations should be the ones to oversee the ICU halls.

“As a warning, political parties and existing building managers should surrender the keys of these ICU Halls to DBKL before any action, including legal action, is taken,” Lim added.

Khalid said the decision on which organisation will operate these properties will be decided by DBKL on a case by case basis. “If there are no interested parties, the halls could be managed by DBKL branch offices.”

He stated this after holding the 3rd Federal Territories consultative council meeting, which was attended by DBKL directors, Mayor Datuk Nor Hisham Ahmad Dahlan and all 11 MPs representing different areas in the capital or their representative

During the meeting, the MPs were instructed to create a Residents Representative Council (MPP) for their respective constituencies.

“The MPP’s structure is such that it is formed and appointed by the MP, with the budget coming from the Federal Territories Ministry. This is to ensure that the views and problems of KL folk are attended to and resolved by DBKL,” Khalid added.
