Works Ministry Urges Local Authorities to Make IBS Mandatory

With the slow adoption of industrialised building system (IBS) among smaller players, the Ministry of Works called on local authorities in Malaysia to impose a mandatory ruling for new developments to be IBS-compliant, reported The Edge.

“We would like to get all the local authorities which are the approving agencies to make IBS as one of the mandatory terms,” said Works Minister Datuk Seri Fadillah Yusof.

“All submissions must be IBS-compliant. Once this is done, more will adopt IBS,” he said at the sidelines of the International Construction Week 2018.

In addressing comments that IBS is more expensive compared to traditional construction methods, Fadillah explained that IBS will become more viable and feasible once there is higher volume of components and bigger demand.

He revealed that the Public Works Department has 130 pre-approved plans that comply with IBS requirements.

The Construction Industry Development Board (CIDB), on the other hand, has so far registered 264 IBS manufacturers while 1,963 professionals have been trained in IBS and modular coordination.

In a bid to help small and medium enterprises, CIDB also established CIDB MyIBS Sdn Bhd, which offers technical consultation and advise to firms keen on adopting IBS.

Fadillah noted that the adoption of new technologies is a key driver in raising the construction sector’s productivity, which nearly doubled from RM22,464 per worker in 2011 to RM40,105 per worker last year.

“The consistent growth in productivity per worker over the past seven years puts us in a solid position to achieve the Construction Industry Transformation Plan’s productivity aspiration of more than doubling productivity levels to achieve RM62,000 per worker by 2020,” he said.
