The Selangor State Government’s pledge to boost affordable homeownership and to build 30,000 affordable houses by 2025 was made possible with the signing of Development Right Agreement between PCSB-MGB Consortium. 

This deal consists of PNSB Construction Sdn Bhd and MGB Berhad with Must Ehsan Development Sdn Bhd, which is a joint venture between a wholly-owned subsidiary of Encorp Berhad and Perbadanan Kemajuan Negeri Selangor.

The agreement will see PCSB-MGB Consortium and Must Ehsan Development Sdn Bhd jointly develop affordable homes located at Encorp Cahaya Alam, Selangor.

The collaboration was concluded at a signing ceremony witnessed by Selangor Menteri Besar, YAB Tuan Amirudin bin Shari; Minister of Economic Affairs, Dato’ Seri Mohamed Azmin bin Ali; and Minister of Housing & Local Government, Puan Hajah Zuraida binti Kamaruddin. The event is also attended by Permodalan Negeri Selangor Berhad Chief Executive Officer, Dato’ Sri Haji Ahmad bin Omar; Menteri Besar Selangor (Incorporated) Group Chief Operating Officer, Soffan Affendi bin Aminudin; Chairman of Must Ehsan Development Sdn Bhd, Datuk Haji Jaafar bin Abu Bakar; Perbadanan Kemajuan Negeri Selangor Chief Executive Officer, Dato’ Mohd Azizi bin Mohd Zain and LBS Bina Group Berhad and MGB Berhad Group Managing Director, Tan Sri Lim Hock San.

Speaking at the signing ceremony, Selangor Menteri Besar, YAB Tuan Amirudin bin Shari, said, “Owning a home can be out of reach for many homebuyers with housing affordability being a major issue. With that in mind, the Selangor State Government has introduced a range of initiatives to provide and improve access to affordable housing.

With ‘Rumah Idaman’, we will be able to deliver more quality affordable housing options to help more low and middle-income families in Selangor to have a roof over their head.”

‘Rumah Idaman Rakyat Selangor’, which is known as ‘Rumah Idaman’, is part of Selangor’s latest affordable housing initiative introduced by the Menteri Besar Selangor Incorporated (MBI) early this year. With homes that are affordably priced at RM 250,000 with a comfortable built-up size of 1000 sq ft, ‘Rumah Idaman’ aims to help the B40 group in Selangor to own a home. This project will benefit from the 209 acres Encorp Cahaya Alam township strategically located at the centre of Shah Alam growth corridor and its established neighbourhood within an excellent connectivity such as New Klang Valley Expressway (NKVE) and Federal Highway.

Designed with ‘comfort living’ in mind, each home pays great attention to space planning, location and amenities. Each unit has three bedrooms, two bathrooms and two parking bays. It is also furnished with a television set, TV cabinet, refrigerator, kitchen cabinets, air conditioners, water heaters and wardrobe.

Tan Sri Lim Hock San, LBS Bina Group Berhad and MGB Berhad Group Managing Director, lauded the state government’s commitment to increase the provision of affordable housing units. “We share the government’s passion to ensure housing is made affordable and attainable to every Malaysian. With our combined experiences in developing quality residential and commercial developments, we are confident of delivering quality ‘Rumah Idaman’ homes that will raise the benchmark for affordable housing in Selangor.”

Tan Sri Lim Hock San also highlighted that the development of affordable houses has gone beyond brick and mortar. It is about building sustainable communities and inclusive living environment with amenities and facilities to enhance the wellbeing of its residents. Todate, LBS has delivered over 35,000 properties which include affordable homes, high-rise, integrated townships and commercial units.

Encorp Berhad is the majority stakeholder of Must Ehsan Development Sdn Bhd, the company providing the 16.54 acres land in its Encorp Cahaya Alam township for the construction of the affordable homes. Encorp Berhad Group Chief Operating Officer, Mohd Ibrahim bin Masrukin, said, “We are grateful for the opportunity to enable the Selangor State build ‘premium affordable’ homes in our well-established enclave in Shah Alam. This venture will certainly add vibrancy to our Encorp Cahaya Alam township, aligned with our vision to be a reputable township developer.”

The signing event coincided with the celebration of the soon-to-be-completed ‘Idaman Warisan’, 203 units of double-storey terraced houses in Taman Alam Perdana, Puncak Alam. Previously known as Arcadia, the project was abandoned for almost 10 years until it is jointly revived by MBI, LBS and Worldwide Property in September 2016. The revitalisation of the project amounted to RM38 million and is expected to be completed by end of this year. Selangor Menteri Besar, YAB Tuan Amiruddin Shari, also announced that the project will be furnished following the ‘Rumah Idaman’ concept designs, to accommodate the needs of modern homebuyers.

The event, held at the Selangor State Secretariat’s Building in Shah Alam, culminated with a joyous Hari Raya celebration attended by over 1,000 people.
